2 Million Housing Units by 2029: President Tebboune’s Pledge in Full Motion

Building on the unprecedented achievement of 1.7 million homes delivered between 2020 and 2024, the Algerian government is set to implement President Tebboune’s flagship commitment for a modern and inclusive national housing strategy.

Algiers, Algeria | July 2nd, 2025 — In a bold and transformative move, Algeria has reaffirmed its unwavering commitment to bridging the national housing gap, with a historic target of delivering two million housing units by 2029. This flagship initiative is not only a core pillar of President Abdelmadjid Tebboune’s second-term agenda, but also a strategic accelerator of the country’s socio-economic modernization.

The announcement came on the heels of the celebrations marking the 63rd anniversary of Independence and Youth Day, during which 192,318 housing units—across all formulas—were distributed nationwide in a symbolic and practical gesture of social equity. It reflects a growing tradition where national celebrations such as 5th July and November 1st are accompanied by large-scale housing handovers, underscoring the government’s determination to link memory with material progress.

1.7 Million Homes Delivered Between 2020 and 2024: A Landmark Achievement

Speaking from Djelfa on Tuesday, the Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, described the current momentum as “unprecedented in the country’s history”, citing the delivery of 1.7 million housing units across all schemes between 2020 and 2024. The entirety of this program has been fully financed by the public treasury, reaffirming the state’s strong commitment to ensuring decent housing as a constitutional right.

During the same ceremony, Minister Belaribi officially laid the foundation stone for the construction of 162,736 additional units under the 2025 budget, signaling the continuation of an expansive national housing effort. Furthermore, 200,000 units under the AADL 3 scheme have completed their technical studies and are poised to enter the implementation phase.

New Urban Poles: 47 Smart Cities in the Making

Perhaps the most structurally transformative element of the national housing vision lies in the creation of 47 new urban hubs across 38 provinces, covering a staggering 34,000 hectares. This initiative is designed not only to respond to the pressing urban land scarcity in many wilayas, but to reshape Algeria’s urban geography through sustainable and intelligent urban planning.

Sixteen of these new cities are already underway in key locations including Djelfa, Blida, Oran, Mascara, Relizane, Chlef, Tipasa, Jijel, Tlemcen, Constantine, Skikda, Souk Ahras, Bordj Bou Arreridj, Sétif, Boumerdès, and Tissemsilt. The future urban fabric of Algeria is being woven with a firm focus on smart city concepts, modern architecture, and ecological balance.

The government has made it clear that these hubs are not merely housing projects, but integrated urban ecosystems, equipped with necessary public infrastructure, transportation networks, educational institutions, and recreational facilities. These elements are critical to ensuring both social inclusion and long-term viability.

Synergy Across Government and Local Authorities

Minister Belaribi was unequivocal in attributing the success of the first phase to a strong political will and interministerial cooperation, adding that the same integrated approach will be essential in achieving the ambitious targets for 2029. He stressed that local authorities and relevant ministries must work in coordination to meet the multidimensional demands of housing development—particularly the synchronization of utilities, road access, and public services.

This alignment of effort is not only a logistical necessity but a strategic imperative to build sustainable communities that go beyond shelter, serving as catalysts for economic, social, and cultural upliftment.

Multiplier Effect on the National Economy

The cascading impact of this housing drive on the national economy is equally significant. The program has provided a substantial stimulus to the local production sector and construction industry, generating employment and revitalizing the domestic market for construction materials, equipment, and engineering services. This stimulus, in turn, contributes positively to Algeria’s GDP, supporting broader economic recovery and industrial expansion.
