Algiers – December 2025 – In an announcement made Sunday in Algiers, Angola’s Minister of External Relations, Antonio Téte, revealed that Africa will establish a Global Reparations Fund for the decade 2026–2036. The declaration, delivered during the International Conference on Justice and Reparation for Colonial Crimes, marks an unprecedented collective step toward addressing the deep and enduring wounds inflicted by centuries of colonial domination.
Held in a spirit of Pan-African dialogue and solidarity, the conference brought together African leaders, diplomats, experts, and historians to chart a unified path toward justice, restitution, and the reaffirmation of Africa’s sovereignty. Téte described the event as “a moment of historic significance,” emblematic of a continental determination to confront the legacies of colonial exploitation and systemic dispossession.
Téte stressed that the question of justice and reparations is “of the highest importance for Africans and people of African descent.” He praised the African Union’s unwavering commitment to liberation, justice, and sovereignty, noting that the Algiers conference represents the concrete implementation of the AU Assembly decision adopted in 2023. According to him, this is “the first forum of its kind dedicated to examining the grave consequences of colonialism on our history, our societies, and our economies.”
For this reason, Téte argued, the conference was never meant to remain a mere intellectual exercise; rather, it was designed as “a platform for action,” one capable of deepening the political, legal, humanitarian, cultural, and economic dimensions of the struggle for justice. The central mission, he emphasized, is to “identify effective, credible, and reliable African mechanisms for the recognition, reparation, and fair compensation of these injustices.”
Speaking on behalf of Angola, which currently holds the rotating presidency of the African Union, Téte underscored that the reparations narrative must “go beyond simply acknowledging the past.” It must instead lay “a firm foundation for commitment to progress, inclusion, and sustainable development.” Reinforcing African historical consciousness and collective identity, he added, constitutes an essential pillar of this transformative endeavor.
Education plays a central role in this reshaping of narratives. Téte called for stronger educational programs that highlight Africa’s foundational contributions to world civilization. He further advocated for deepened strategic alliances between the continent and its diaspora, describing these ties as vital for building knowledge exchange and consolidating resources to confront contemporary crises—from climate change to economic inequalities and global health emergencies.
Presenting the Decennial Plan (2026–2036), Téte outlined two central pillars: the creation of a Global Reparations Fund headquartered in Africa, and the establishment of a Special Commission tasked with engaging victims, communities, and international institutions in structured dialogue. These initiatives, he affirmed, represent both a moral and political commitment to strengthening unity, restoring dignity, and forging a narrative of resistance and resilience.
Téte concluded by insisting on the necessity of a unified African stance—one that demands international recognition of colonial crimes, the adoption of robust reparatory mechanisms, and the reinforcement of multilateral political dialogue. Only through such unity, he argued, can Africa reclaim its historical agency and advance toward a future anchored in justice, sovereignty, and collective empowerment.
