Algiers – November 2025 – Algeria and Vietnam are poised to usher in a new era of strategic cooperation as Algiers hosts the 13th session of the Algerian-Vietnamese Joint Commission on Economic, Scientific and Technical Cooperation—an event marked by high-level dialogue, ambitious expectations, and the imminent arrival of the Vietnamese Prime Minister on an official visit described as “a pivotal moment” for bilateral relations.
The session, inaugurated at the El Aurassi Hotel under the co-chairmanship of Kheireddine Benaïssa, Secretary-General of the Ministry of Industry, and Nguyen Tung Van, Vietnam’s Vice-Minister of Construction, signals a renewed political will to push collaboration to unprecedented heights. Experts from both nations convened across specialized workshops, laying the groundwork for a dynamic roadmap that promises tangible and long-term outcomes.
Benaïssa underscored that the holding of this session “reflects the depth of historical ties binding two friendly nations” and embodies their shared determination to expand cooperation. He stressed that the upcoming visit of the Vietnamese Prime Minister will represent a watershed moment, paving the way for the signing of several agreements and memorandums of understanding—documents expected to inject powerful momentum into bilateral relations and shape a more prosperous future.
He reiterated Algeria’s commitment to broadening these relations in line with global economic shifts while valorizing the substantial human and natural resources of both countries. Algeria, he noted, has undertaken profound economic reforms in recent years across industry, investment, energy and the green economy—progress accelerated by the new investment law and by the country’s strategic integration into the African Continental Free Trade Area (AfCFTA), which positions Algeria as a gateway to the vast African market.
At the heart of this renewed partnership lies Algeria’s appreciation for Vietnam’s pioneering experience in industrial development, innovation and economic diversification. Benaïssa affirmed that combining both nations’ expertise and capacities would unlock promising horizons for joint investments, technology transfers, and strategic partnerships capable of driving sustainable growth. A similar ambition underscores Algeria’s intention to broaden cooperation beyond traditional fields such as energy, justice and historical memory to embrace renewable energies, digitization, scientific research, tourism and higher education. The Joint Commission, he said, is not a mere consultative platform but a functional and effective mechanism for translating shared visions into concrete projects.
Vietnamese Vice-Minister Nguyen Tung Van echoed this sentiment, affirming that Algeria remains a key partner for Vietnam in Africa and constitutes its fourth-largest African export market. Bilateral trade has witnessed a remarkable surge: in 2024, exchanges reached 220 million dollars, and in the first nine months of 2025 alone, the figure exceeded 450 million dollars—an extraordinary increase of more than 200%. Investment, he emphasized, continues to be one of the most successful pillars of cooperation, with numerous Vietnamese delegations visiting Algeria over the past year in search of opportunities in pharmaceuticals, nutritional supplements and construction.
The partnership extends across agriculture, aquaculture, telecommunications, industry, construction and tourism, while decentralized cooperation—such as that between Vietnam’s Dien Bien region and Algeria’s Batna province—has gained substantial traction.
However, Nguyen Tung Van stressed that despite the encouraging results, they remain below the level expected given the exceptional friendship and vast potential of both countries. He urged the two sides to adopt appropriate mechanisms and deepen dialogue in order to elevate cooperation to a higher tier.
He proposed that discussions during this session focus on pragmatic, substantive exchanges and agreement on priority areas—particularly trade (agricultural products, aquaculture, consumer goods), oil and gas investment, agriculture, environment, finance, science and technology, education, training, construction and tourism.
