AAPI and ACS Holding Explore Pathways to Materialize Strategic Industrial Investment Projects

ALGIERS, March 16th, 2026 — In a move reflecting Algeria’s ongoing efforts to stimulate productive investment and reinforce industrial value chains, the Director General of the Algerian Investment Promotion Agency, Omar Rekkache, received on Sunday in Algiers a delegation from Algeria Chemical Specialities Holding, led by its Chief Executive Officer Samir Yahiaoui.
The meeting focused on examining mechanisms to translate a series of promising investment opportunities into concrete industrial projects, according to an official statement issued by AAPI.
The consultation forms part of a broader series of coordination meetings initiated by the agency with economic operators across multiple sectors. These engagements aim to direct productive investments toward priority economic activities while strengthening coordination between public and private sector stakeholders in support of Algeria’s national economic development strategy.
During the meeting, Samir Yahiaoui delivered a detailed presentation on the activities and structure of ACS Holding. The group oversees four industrial clusters and seven public enterprises operating in strategic segments including plastics, paper, glass manufacturing, detergents, and parapharmaceutical products, positioning it as a significant actor within Algeria’s chemical and industrial ecosystem.
Yahiaoui also outlined several priority projects targeted for future development, notably in the fields of glass fiber production, optical fiber manufacturing, sodium carbonate production, reverse osmosis membranes, and a strategic project dedicated to the production of industrial inks. He indicated that the holding is actively seeking both national and international partners to support the realization of these initiatives, expressing the wish to benefit from AAPI’s institutional support throughout the different stages of project implementation.
For his part, Omar Rekkache reaffirmed the agency’s readiness to accompany ACS Holding in advancing its investment projects, emphasizing AAPI’s commitment to facilitating all necessary administrative and institutional mechanisms to accelerate their implementation. He noted that the proposed initiatives represent promising opportunities to strengthen local production of essential raw materials for bio-industrial sectors, thereby consolidating national value chains and contributing to the reduction of import dependency.
Rekkache also commended the efforts undertaken by the leadership of ACS Holding to enhance the group’s performance and reinforce its contribution to the development of Algeria’s chemical industries. He underscored that the chemical sector constitutes one of the strategic and priority pillars of the national economy, given its critical role in supporting industrial diversification and fostering sustainable economic growth.
