ADIL: EU and Dutch Envoys Hail Algeria as a Regional Model for Citizen-Centered Local Governance

Algiers – September 2025 – Algiers witnessed on Monday a resounding show of international confidence in its reform trajectory, as European envoys hailed the launch of the Integrated Local Development Support Program (ADIL) as both a milestone of cooperation and a validation of Algeria’s institutional strength.

Diego Mellado, Ambassador of the European Union to Algiers, described the strong presence of government representatives at the program’s inauguration as “a very positive signal,” noting that ADIL conveys “a message we want to share both in Algeria and in Europe: we share a common vision.”

Mellado stressed that Europeans and Algerians “see in the same way how state action must be carried out—through proximity and greater connection with the citizen.” He underlined that across the Mediterranean, citizens expect governments to act not only efficiently but also inclusively and transparently. In this regard, he asserted that Algeria, “with its tradition and strong, organized central power, stands as one of the best examples in the region in terms of action at the local level.”

The EU diplomat underscored that the ADIL program is not merely a transfer of European know-how, primarily from the Netherlands, but also an opportunity to harness and exchange Algeria’s own existing experience. “European construction itself is based on this local and territorial approach, what we call subsidiarity. In this project, we find very similar concepts to those applied here in Algeria,” he said. Importantly, Mellado insisted that ADIL goes beyond “seminars and conferences” by providing financing for around 48 sub-projects across the country, allowing citizens to witness the direct, tangible benefits of cooperation on the ground.

Echoing this commitment, Anne Luwema, Ambassador of the Kingdom of the Netherlands to Algeria, described the program’s launch as “an important moment that crowns months of preparation and cooperation.” As the delegated authority, she confirmed that her country, in partnership with VNG International and Algeria’s Ministry of the Interior, bears responsibility for the program’s execution. “Its ambition is clear: to promote a more effective local governance, closer to citizens, and capable of driving strengthened socio-economic development,” she affirmed.

The Dutch envoy emphasized urgency in delivering concrete results. “We want to see, in the coming weeks and months, projects and activities that are genuinely useful to local communities and directly respond to their needs. This is how ADIL will bring real added value,” she declared. Drawing on her country’s model, she noted that Dutch municipalities play a central role in public service delivery, civic participation, and social innovation—a decentralization framework that inspires this partnership. “This model, based on citizen proximity and local responsibility, encourages us to share our know-how while learning from Algeria’s dynamic local realities,” she concluded.
