Algiers – December 2025 – In a decisive stride toward reinforcing Africa’s digital sovereignty, African ministers responsible for Information and Communication Technologies (ICT), Telecommunications, and the Digital Economy convened in Algiers to adopt the Algiers Declaration on “Fair, Safe, and Responsible Digital Platforms in Africa.” The announcement coincided with the second day of the African Startups Conference and the celebration of African Telecommunications Day on December 7, marking a pivotal moment in the continent’s digital policy landscape.
The Algiers Declaration signals a strategic turning point, uniting African nations in asserting their collective digital sovereignty and demanding that global platforms contribute equitably to the continent’s socio-economic development. Under the auspices of the African Union of Telecommunications (UAT), ministers aligned on a common continental stance, emphasizing the need to fortify Africa’s voice and prevent exploitation by international tech giants, particularly in the realms of artificial intelligence and social media.
Minister of Post and Telecommunications Sid Ali Zerrouki stressed that these platforms have historically extracted content and personal data from African users with minimal investment, no profit-sharing, and negligible regulatory oversight. “The change we seek is to transform Africa from a passive observer into a decisive actor shaping its own future,” he declared, underscoring the imperative for African nations to establish legislative frameworks that amplify their agency on the global stage and assert authority over international OTT companies.
The initiative also underscores the urgency of creating a comprehensive data governance convention, as highlighted by UAT Secretary-General Jhon Omo, who emphasized the risks posed by unregulated or undesirable content on the continent. Lerato Dorothée Mataboge, Chairperson of the African Union Commission on Infrastructure and Energy, lauded Algeria’s coordination efforts, noting that the Algiers Declaration establishes a unified vision and a single continental voice regarding Africa’s digital future.
By instituting binding commitments on equitable economic contributions, data sovereignty, responsible AI practices, and obligations for OTT operators, the Declaration strengthens Africa’s regulatory leverage. It mandates local reinvestment, infrastructure development, talent cultivation, cloud data localization, algorithmic security, and enhanced protection for women, children, and vulnerable groups, while safeguarding cultural heritage. Inspired by international frameworks such as the European Digital Services Act, the Algiers Declaration positions Africa as a co-author of global digital governance.
Minister Zerrouki highlighted Algeria’s substantial achievements in ICT, including the deployment of 275,000 kilometers of fiber optic networks and connectivity for over 6.8 million households via fiber or fixed broadband. He emphasized that Africa cannot address its digital challenges in isolation, advocating for the construction of resilient, inclusive, and sustainable communication systems through reinforced continental cooperation.
