Algiers – December  2025 – Algeria signalled a decisive shift in the continental innovation map as President Abdelmadjid Tebboune, in a message addressed to participants of the 4th African Start-up Conference (ASC 2025) in Algiers, articulated a bold vision for a unified African technology market capable of competing at a global scale. Delivered on his behalf by Prime Minister Sifi Ghrieb, the message affirmed Algeria’s unwavering commitment to an integrated, knowledge-based economic model that empowers African youth and consolidates technological sovereignty across the continent.

The President underscored that Algeria’s strategic ambition rests upon nurturing a continent driven by creativity, self-reliance, and innovation. This ambition, he argued, must culminate in a continental technology market that transcends fragmented national frameworks, attracts major investment flows, and generates “African champions” capable of challenging established global players in the digital economy.

Tebboune highlighted Algeria’s concrete contribution to this continental aspiration: an ambitious national strategy that aims to create 20,000 start-ups by 2029. He maintained that the hosting of the ASC—barely three months after the Intra-African Trade Fair (IATF 2025)—was not a symbolic gesture but rather an operational milestone, exhibiting Algeria’s determination to position itself as a continental hub for innovation, entrepreneurship, and economic integration.

In his message, the Head of State observed that this fourth edition of the ASC, which runs from 6 to 8 December at the Abdelatif Rahal International Conference Centre, “embodies the spirit of an Africa confident in its future,” offering a fertile platform for the development of an ecosystem capable of sustaining global competition. With over 2,500 participants, 40 ministerial delegations, 200 exhibitors, and 150 investors and experts, the conference marks a record level of engagement and, according to Tebboune, stands as evidence that “our vision of an innovative Africa finds growing resonance among our African partners and beyond.”

The President emphasized the transformative potential of enabling African start-ups to scale across borders, thereby building a unified market that can attract strategic investments and generate comparative advantages rooted in technological progress. He described the conference as one of the continent’s most significant innovation gatherings—an incubator of knowledge exchange, skills enhancement, and the collective construction of an ambitious African ecosystem.

Tebboune also hailed the participation of Rwanda as a guest of honour, presenting it as a continental model of digital transformation driven by a clear strategic vision and resolute political will. Before turning to Algeria’s achievements, he noted that Rwanda’s experience serves as proof that innovation-led governance can reshape economies and societies at a continental scale.

Reaffirming Algeria’s domestic progress, Tebboune pointed to a robust legal and regulatory infrastructure designed to support innovative enterprises through advantageous fiscal policies, optimized digital procedures, and reinforced linkages between start-ups, universities, research centres, and the economic sector. This ecosystem, he declared, has enabled Algeria to surpass 13,000 start-ups before the end of 2025—an important threshold toward achieving its long-term objective.

Yet, Tebboune stressed, Algeria’s ambition “extends beyond national borders.” The strategic decision to establish a continental fund for financing African start-ups, he argued, constitutes a landmark step toward empowering African youth and harmonizing regulatory frameworks. Such harmonisation, he said, is critical if Africa is to strengthen competitiveness, retain talent, and transform innovation from isolated initiatives into a continental economic force.

Reflecting on previous editions of the ASC, Tebboune recalled that they resulted in the adoption of the “Algiers Declaration” by the African Union, as well as in the implementation of joint programmes aimed at retaining African talent. He noted that the current edition represents a pivotal moment for the adoption of a continental roadmap for artificial intelligence—one that sets the foundations for digital transformation and technological development in Africa.

In conclusion, President Tebboune called upon African innovators, policymakers, and industry leaders to engage in “a profound and constructive debate” regarding the mechanisms needed to build a resilient continental ecosystem that nurtures creativity, entrepreneurship, and technological sovereignty. He voiced confidence that the outcomes of this edition would be “tangible, inspiring for our youth, and capable of generating renewed momentum for the development of our continent.”
