Algiers – November 2025 – Algeria has taken a decisive step toward reshaping the governance of its foreign trade system with the signing of a landmark cooperation agreement on Monday in Algiers. The Ministry of Foreign Trade and Export Promotion and the High Commission for Digitalization (HCN) formalized a partnership that will pave the way for the launch of a national digital platform dedicated to economic operators engaged in self-managed import activities. The platform is expected to be operational within the current month.
According to the official communiqué, the agreement defines the organizational framework for the deployment and operation of the State’s cloud computing infrastructure at the Algerian National Center for Digital Services. This infrastructure will host the new platform, enabling operators across all wilayas to record the needs of their factories and companies—from equipment to management requirements—entirely online, from their homes or offices, without navigating the labyrinth of administrative travel.
During the signing ceremony, which was attended by senior officials, Minister of Foreign Trade Kamel Rezig underscored the platform’s transformative potential. He emphasized that digitalization will “save time and effort, reduce administrative complications, and significantly bolster the speed and quality of request processing.” Rezig added that the initiative aligns with the State’s commitment to modern, transparent management, directly reflecting President Abdelmadjid Tebboune’s instructions, particularly his 25th commitment related to improving communication and expanding the use of ICT technologies across public service institutions.
The platform will unite all relevant ministerial sectors and major national bodies—including customs and banking institutions—ensuring synchronized coordination and rigorous monitoring of every stage of the import process. This integrated approach is expected to accelerate procedures, eliminate bureaucratic abuses, and safeguard the interests of economic operators. The Ministry of Foreign Trade has become the first public administration to benefit from State cloud computing services, with gradual expansion planned for other sectors.
Rezig reaffirmed that digitalization now forms “the cornerstone of foreign trade reform,” citing its essential role in control mechanisms, analytical tools, forecasting capabilities, and enhanced decision-making processes.
For her part, Minister-rank HCN Commissioner Meriem Benmouloud highlighted that cloud computing services offered to State institutions constitute Algeria’s first national-level experience in this domain, designed to facilitate and expedite institutional tasks. She announced ongoing efforts to establish the country’s first National Data Center, which will provide ministerial departments with a comprehensive technical environment—including digital platforms, development tools, storage, networking, and cybersecurity solutions—necessary for the development, operation, and processing of data.
Benmouloud further revealed that all digital platforms related to foreign trade will soon be hosted at the Algerian National Center for Digital Services (Data Center), under the direct supervision of the HCN. This migration will ensure service unification, enhance efficiency, and significantly improve overall service quality.
