Algeria and Namibia Forge a Strategic Energy Partnership: Towards a Continental Model of South-South Cooperation

Algiers – September 2025 – The Minister of State, Minister of Energy, Mines and Renewable Energies, Mohamed Arkab, held high-level talks on Friday in Algiers with the Vice-President of Namibia, Lucia Witbooi, who is visiting Algeria to take part in the 4th edition of the Intra-African Trade Fair (IATF 2025).
The meeting, attended by senior officials from both countries, including the Special Advisor to the Namibian President for Energy and Mines, the Deputy Minister of International Relations and Trade of Namibia, the CEO of Sonatrach Rachid Hachichi, and the President of ALNAFT Samir Bekhti, focused on ways to deepen bilateral cooperation in the fields of hydrocarbons, renewable energies, and electricity.
From Dialogue to Action-Oriented Partnership
At the core of the discussions was a shared ambition to move beyond political rhetoric towards a genuine partnership grounded in concrete projects and joint action programmes. The two sides underscored their determination to reinforce integration across the African continent by focusing on the full value chain of hydrocarbons—from exploration and production to transport, refining, and liquefied natural gas—as well as on renewable energies, including photovoltaic solar projects.
The agenda also covered electricity production, distribution, and network management, highlighting the will to expand collaboration into power infrastructure and grid maintenance. In parallel, both parties insisted on the need to strengthen cooperation in training, legislation, and sector-specific studies, thereby laying the foundations for sustainable development and capacity building.
Algeria’s Strategic Vision for Africa
Minister Arkab emphasized that Algeria is fully committed to advancing an energy policy based on South-South partnerships, aligned with the directives of President Abdelmadjid Tebboune. He highlighted Algeria’s determination to consolidate the continental presence of Sonatrach and Sonelgaz while expanding the country’s role in training African expertise through specialized institutes in the energy and mining sectors.
“Algeria is engaged in a new dynamic with its African brothers, built on solidarity, mutual benefit, and shared responsibility for the continent’s energy future,” Arkab declared, stressing the importance of translating political commitments into tangible results on the ground.
Namibia’s Admiration for the Algerian Model
For her part, Vice-President Lucia Witbooi lauded Algeria’s proven expertise in hydrocarbons management, describing it as a “model” to emulate. She expressed Namibia’s strong interest in benefiting from Algeria’s experience to develop its own petroleum and gas industry, with the aim of supporting its economy and achieving greater energy autonomy.
Witbooi also underlined Namibia’s readiness to strengthen partnerships with Algerian companies—particularly Sonatrach—in order to unlock the full potential of hydrocarbons and diversify the use of energy resources for sustainable national growth.
