Algeria and the European Union Launch ADIL: A Strategic Model for Inclusive and Sustainable Local Development

Algiers – September 2025 – In a landmark step toward strengthening local governance and advancing equitable, sustainable growth, Algeria officially launched the Integrated Local Development Support Program (ADIL) this Monday in Algiers. The initiative, co-financed by the European Union and the Kingdom of the Netherlands, represents a cornerstone in Algeria’s reform-driven trajectory under the leadership of President Abdelmadjid Tebboune.
Interior Minister Saïd Sayoud, who presided over the launch, described ADIL as “a multilateral cooperation program that embodies Algeria’s new phase of development, centered on the citizen as both actor and beneficiary.” He emphasized that the program will catalyze tangible progress in housing, infrastructure, health, education, and social welfare, while integrating innovative governance mechanisms to enhance transparency, decentralization, and participatory democracy.
The program’s implementation will be overseen by VNG International, the Association of Dutch Municipalities, recognized for its expertise in local governance. Sayoud underscored the symbolic weight of this partnership, noting that “the added value lies not only in the financing, but in the transfer of tested European expertise to Algeria’s communes, ensuring sustainable capacity building at the institutional and human levels.”
Targeting twelve communes across the provinces of Biskra, Tébessa, Tiaret, and Mostaganem, ADIL seeks to instill a culture of efficiency, accountability, and civic involvement in local development strategies. The minister highlighted the program’s ambition to serve as a replicable model, expanding its practices to other municipalities nationwide once initial results prove successful.
For Algeria, the timing of ADIL is both strategic and symbolic. “Our country today records promising economic indicators and positive transformations visible to all,” Sayoud declared, citing the President’s reform agenda and the 2020 Constitution, which enshrined decentralization and participatory governance as pillars of national policy.
Complementing ADIL, Algeria and the EU have also signed three additional programs—totaling €45 million—focused on hydrogen development, water treatment, flood-risk management, and economic governance. Sofiane Chaib, Secretary of State for the National Community Abroad, stressed that these initiatives reflect Algeria’s “full and unequivocal commitment to strengthening its partnership with the European Union, based on mutual respect, shared interests, and balanced cooperation.”
In this context, ADIL is more than a development program—it is a political statement of Algeria’s determination to modernize governance, decentralize decision-making, and empower its citizens. By combining financial resources, civic participation, and international expertise, the program embodies a new paradigm of cooperation that could redefine Algeria’s local governance landscape.
As Minister Sayoud concluded: “This initiative is not merely about projects—it is about shaping a future where every commune, regardless of resources, contributes to national prosperity. ADIL must become a model of success, anchoring Algeria’s transition into a modern, resilient, and citizen-centered economy.”
