Ministers Arkab and Azevedo Chart Ambitious Roadmap for Joint Projects in Oil, Gas, and Mining during U.S.-Africa Business Summit

Algiers, Algeria | June 23rd, 2025 — In a decisive step towards solidifying their strategic energy and mining partnership, Algeria and Angola reaffirmed their mutual commitment to continental cooperation on the sidelines of the 17th U.S.-Africa Business Summit. The meeting brought together Algeria’s Minister of State for Energy, Mines, and Renewable Energies, Mohamed Arkab, and Angola’s Minister of Mineral Resources, Petroleum and Gas, Diamantino Pedro Azevedo, accompanied by senior officials and diplomats from both countries.

Held in Luanda, the high-level bilateral discussions were attended by Ms. Salma Bakhta Mansouri, Algeria’s Secretary of State for African Affairs, and the Algerian Ambassador to Angola, reflecting the weight of this growing alliance in Africa’s evolving energy architecture.

At the core of the talks was a shared strategic vision to deepen cooperation across the entire energy and mining value chain: from upstream exploration and drilling to midstream logistics and downstream transformation of mineral resources. Particular emphasis was placed on oil and gas development, geological research, and enhancing the added value of extractive industries through advanced processing.

The ministers agreed on expanding technical exchanges, boosting workforce training, and strengthening partnerships between public and private sector operators. In a concrete move, an upcoming technical visit by Algerian energy and mining complexes—including Sonatrach, Sonarem, and national mining agencies—to Luanda was officially scheduled to advance project identification and operational coordination.

Arkab underlined the imperative for African energy-producing states, particularly within the African Petroleum Producers’ Organization (APPO), to synergize efforts in order to ensure optimal resource exploitation, accelerate energy sovereignty, and stimulate inclusive development across the continent.

He further called for greater strategic alignment in facing global energy challenges, including the energy transition, localization of technologies, and attracting sustainable investment to the African energy sector.

For his part, Minister Azevedo hailed Algeria as a benchmark of technical excellence and industrial innovation, particularly in hydrocarbon exploration, drilling operations, and renewable energy integration. He praised the high level of training and innovation in Algeria’s energy sector, expressing Angola’s eagerness to emulate Algeria’s best practices and deepen joint ventures.

The two ministers pledged to intensify institutional coordination, expedite bilateral cooperation ahead of the upcoming Algeria-Angola Joint Commission, and actively advance regional energy cooperation frameworks that promote African integration and resilience.
