Algiers – December  2025 – Algeria and Belarus consolidated their bilateral economic cooperation on Monday with the signing of five major partnership agreements in Algiers, covering the commercial and industrial sectors. These accords were concluded within the framework of the Algeria–Belarus Economic Forum, marking a decisive step toward strengthening industrial integration and expanding investment opportunities between the two countries.

The cornerstone of these agreements is a partnership protocol between the Algerian Company for the Manufacturing of Utility and Industrial Vehicles (SFVUI), affiliated with the Ferrovial group, and the Belarusian firm Maz—Minsk Automobile Plant (MAZ), renowned for its expertise in utility vehicle production and mechanical industries. The agreement paves the way for the establishment of a bus production plant at the Oued El-Berdi site in the province of Bouira.

 

According to the project outline, the factory will create nearly 612 direct jobs and requires a total investment estimated at 4.7 billion dinars. The plant is expected to become operational within 18 months, with an annual production capacity of 1,000 buses of various sizes and configurations tailored to the needs of the national market.

 

Further expanding industrial cooperation, a memorandum of understanding was signed between Algeria’s public metal construction company “SNC METAL” and the Belarusian company “AMKODOR.” Another memorandum was concluded between the Algerian agricultural tractor manufacturer ETRAG and the Belarusian firm “Bobruiskagromach,” with the aim of enhancing industrial collaboration and fostering the exchange of expertise and technologies.

 

Economic dialogue was also strengthened through the signing of a cooperation agreement between the Algerian Chamber of Commerce and Industry (CACI) and its Belarusian counterpart, laying the groundwork for the establishment of a joint Algerian–Belarusian Business Council. According to CACI President Tayeb Chebab, the council will serve as a platform for operators from both countries to identify business opportunities and develop mutually beneficial cooperation frameworks. Belarusian Chamber President Mikhail Miatlikov emphasized the diversity of the Belarusian delegation, which included operators in sectors such as mechanics, pharmaceuticals, agri-food, banking, and commodities.

 

Algeria: A Rising Regional Hub for Investment

During the forum, Minister of Domestic Trade and Market Regulation Amel Abdellatif highlighted the significant progress made in bilateral cooperation since the establishment of diplomatic relations between the two states. She underscored that cooperation has accelerated markedly in recent years, citing the first session of the Algerian–Belarusian Joint Commission held in Minsk in April 2025 and the broadening of sectoral collaboration between ministries and economic institutions.

 

The Minister stressed that Algeria, under the leadership of President Abdelmadjid Tebboune, has undertaken profound economic reforms aimed at improving the business climate, making the country one of the most attractive destinations for investment in the region. This, she explained, is due to Algeria’s skilled and youthful workforce, advanced training levels, abundant natural resources, raw materials, and lower production costs compared to many regional markets.

 

She emphasized that Algeria continues to pursue a policy focused on diversifying economic partnerships and valorizing available potential within a framework of balanced and mutually advantageous cooperation—opening promising horizons for Algerian–Belarusian collaboration in industry, agriculture, mechanics, digitization, and pharmaceutical industries. With its strategic geographical position between Europe and Africa, Algeria serves as a central hub in regional economic connectivity, offering access to more than 1.5 billion consumers on the African continent.

 

The Minister also highlighted major structural projects that are transforming Algeria into a key logistical platform, including the Trans-Saharan Highway linking northern Algeria to Lagos in Nigeria, the extension of railway lines toward the south and the High Plateaus, and the Tindouf–Zouerate road in Mauritania, which will open a direct land route toward West Africa.

 

Abdellatif described the forum as a central platform for reassessing the level of trade between the two countries, which reached 34.54 million dollars during the first nine months of 2025. However, she noted that this figure does not reflect the depth of the excellent political and historical relations between Algeria and Belarus.

 

For his part, Belarusian Minister of Anti-Monopoly Regulation and Trade Artur Karpovich emphasized that the shared future of the two nations is being shaped at this very moment, starting with the discussions held during this forum. He stressed that economic cooperation between Algeria and Belarus remains in its early stages, with both parties taking cautious but purposeful steps. He called on Algerian economic operators to visit Belarus and contribute to accelerating the pace of bilateral economic integration.
