Algeria, Belarus Sign Wide-Ranging Cooperation Agreements, Establishing a Strategic Economic and Industrial Partnership

Algiers – December 2025 – Algeria and Belarus consolidated a new chapter in their bilateral relations on Wednesday, as multiple cooperation agreements and memorandums of understanding were signed in Algiers during the official visit of Belarusian President Alexander Lukashenko. The signing ceremony, jointly presided over by President Abdelmadjid Tebboune and his Belarusian counterpart at the Presidency of the Republic, reflected a mutual commitment to elevate the partnership to a multidimensional strategic level.
In a joint media statement, President Tebboune lauded this “new momentum” in Algeria–Belarus cooperation, stressing that the agreements lay “promising prospects” for the partnership. He affirmed that both nations agreed to intensify investment and joint ventures in agriculture, animal health, energy, scientific research, and pharmaceutical industry, highlighting sectors identified as mutually advantageous and strategically viable.
President Tebboune equally welcomed the outcomes of the Algerian-Belarusian Economic Forum, which, according to him, will contribute to expanding commercial exchanges and diversifying economic cooperation. The forum led to the establishment of several agreements, including one to create an Algerian-Belarusian Business Council, tasked with boosting bilateral trade diversification and investment flows. Trade volume between the two countries reached 34.54 million dollars in the first nine months of 2025, a figure expected to increase with the operationalization of new frameworks.
Military-Technical Cooperation: A Strategic Component
Among the agreements concluded, a notable one concerns military and technical cooperation between the two governments, signed by Army General Saïd Chanegriha, Deputy Minister of National Defence and Chief of Staff of the People’s National Army, and Belarusian State Minister of Military Industry, Dmytri Pantus. This accord signals a strategic alignment in defense capabilities and defense industry cooperation, reflecting an expansion of bilateral engagement beyond economic exchanges.
Additionally, a roadmap promoting commercial, economic, scientific, and technical cooperation for 2026–2027 was signed by Minister of Foreign Affairs Ahmed Attaf and the Belarusian Minister of Anti-Monopoly Regulation and Trade, Artur Karpovich. The document establishes a structured framework for long-term cooperation, supporting knowledge transfer, technological development, and sectoral partnerships.
Judicial, Educational, and Scientific Partnerships
Several memorandums of understanding were also signed in key institutional fields. The Justice Ministries of both countries formalized cooperation agreements through Minister Lotfi Boudjemaa and Belarusian Foreign Minister Maxim Ryzhenkov, underscoring the legal dimension of bilateral engagement.
In the area of higher education, the agreement was preceded by a broader cooperation accord in scientific research, technological development, and innovation, signed by Minister Kamel Baddari and Belarusian Education Minister Andrei Ivanets. The emphasis on academic and scientific collaboration reflects shared ambitions to modernize knowledge systems and strengthen innovation capabilities.
Industry, Agriculture, Entrepreneurship, and Innovation
In the industrial sector, a memorandum was signed by Belarusian Industry Minister Andrei Kuznetsov and his Algerian counterpart Yahia Bachir, targeting enhanced industrial cooperation and increased production capacity. Bachir also signed an agreement with Belarusian Minister of Agriculture and Food, Yuri Gorlov, addressing animal health, a sector expected to benefit from applied scientific cooperation and institutional support.
Further agricultural cooperation was formalized through a memorandum signed by the ministries of agriculture of both countries, reinforcing shared priorities in food security, rural development, and fisheries.
The bilateral partnership also extends to knowledge economy, start-ups, and entrepreneurship, with a memorandum signed by Minister Noureddine Ouadah and Belarusian Foreign Minister Maxim Ryzhenkov. The agreement focuses on innovation ecosystems, technology transfer, and capacity building for new enterprises.
Finally, cooperation in standardization and accreditation was established between ALGERAC and the Belarusian Governmental Accreditation Centre, signed by the Algerian Minister of Industry and the Belarusian Foreign Minister, aiming to harmonize industrial standards, quality assurance, and certification systems.
Toward a Strategic, Multi-Sector Partnership
Taken together, these agreements reflect a deliberate shift toward a comprehensive strategic partnership, grounded in industrial, economic, scientific, and security cooperation. By institutionalizing business dialogue, promoting technological innovation, and coordinating defense capabilities, Algeria and Belarus have positioned themselves for long-term, structured collaboration.
