Algeria–Chad: Advancing Bilateral Cooperation in Hydrocarbons and Mining Sectors

Algeria and Chad are steadily consolidating their bilateral engagement in the fields of hydrocarbons and mining, as evidenced by high-level exchanges held this week in the Algerian capital. The meeting, which brought together the Secretary-General of Algeria’s Ministry of Hydrocarbons and Mines, Miloud Medjelled, and a delegation from Chad’s Ministry of Petroleum, Mines and Geology, reflects a sustained effort to translate political goodwill into structured, sector-driven cooperation.
The discussions unfolded against the backdrop of the delegation’s participation in the fourth edition of the International Exhibition of Iron, Steel and Mining Products, held from March 30 to April 1 in Algiers. This setting provided a functional platform to reassess the trajectory of Algerian–Chadian relations, which both parties continue to characterize as historically grounded and mutually reinforcing.
Particular emphasis was placed on building upon the outcomes of prior engagements, including the protocol of discussions signed in December 2025, widely regarded as a pivotal step in institutionalizing cooperation across hydrocarbons and mining. The dialogue also revisited the January 2026 visit of Algeria’s Minister of State for Hydrocarbons and Mines, Mohamed Arkab, to Chad, alongside his participation in the “SEMICA Chad 2026” international exhibition, which further anchored the bilateral partnership within a broader continental framework.
At the core of the current exchanges lies a shared interest in expanding technical and institutional collaboration. The Chadian delegation expressed a clear inclination to draw upon Algeria’s accumulated experience, particularly in the administrative structuring and legal governance of hydrocarbon and mining activities.
Beyond institutional dialogue, the visit carried a tangible operational component. Parallel meetings held with officials from the Sonarem Group culminated in the signing of a memorandum of understanding aimed at deepening cooperation in the exploration and transformation of mineral resources. The agreement outlines a structured framework for partnership, prioritizing geological research, mining exploration, and the integration of sustainable extraction practices.
Equally significant is the emphasis placed on human capital development. Both sides identified the transfer of knowledge and technical competencies as a central pillar of the partnership, with a focus on enhancing the qualifications of personnel within Chad’s mining sector. This approach reflects a longer-term vision of capacity building, rather than short-term transactional engagement.
