ALGIERS/N’DJAMENA — Algeria and Chad have elevated their bilateral relationship from traditional political solidarity to a more ambitious model centred on economic development, infrastructure connectivity, energy cooperation and African integration, following Prime Minister Sifi Ghrieb’s official visit to N’Djamena and the launch of a major Algerian-funded electricity project in the Chadian capital.

The visit, undertaken on instructions from President Abdelmadjid Tebboune, marks one of the most significant milestones in recent Algerian-Chadian relations and reflects Algiers’ growing emphasis on development diplomacy as a pillar of its African policy.

At the centre of the visit was the official launch of a 40-megawatt power generation plant in the Farcha industrial zone of N’Djamena. The project, financed by Algeria as a grant and implemented through Sonelgaz International, is designed to strengthen Chad’s electricity production capacity and support the country’s broader socio-economic development objectives.

Accompanied by Minister of State and Minister of Energy Mohamed Arkab, Minister of Energy and Renewable Energies Mourad Adjal, senior officials from the Algerian Agency for International Cooperation for Solidarity and Development, as well as executives from Sonatrach, Sonelgaz and Naftal, Ghrieb oversaw the groundbreaking ceremony alongside Chadian Prime Minister Allamaye Halina.

The project represents the first major tangible outcome of the new political momentum generated by the April 2026 visit of Chadian President Mahamat Idriss Déby Itno to Algeria and the conclusions reached during the Fourth Session of the Algerian-Chadian Joint Commission held in Algiers.

Addressing officials and guests during the ceremony, Ghrieb presented a broader vision of African development, arguing that infrastructure, stability and economic integration are inseparable elements of sustainable growth.

“No lasting stability can be achieved without comprehensive development, no sustainable development can occur without strong and modern infrastructure, and no economic prosperity can be attained without interconnected and integrated regional spaces,” he said.

The Algerian Prime Minister stressed that Algeria’s African policy increasingly seeks to translate political solidarity into concrete projects capable of directly improving living standards and generating economic value.

He argued that Africa must move beyond a rent-based model and toward a development paradigm built on industrialisation, local value creation, technology transfer and productive investment.

“The Africa in which we believe is an Africa of practical solidarity, concrete initiatives, productive investments and wealth-creating partnerships benefiting African peoples on African soil,” Ghrieb declared.

The project also reflects Algeria’s wider effort to promote South-South cooperation and strengthen regional economic integration through strategic infrastructure.

Both Algeria and Chad reaffirmed their commitment to major continental projects, including the Trans-Saharan Highway, cross-border fibre-optic connectivity, air transport expansion and logistical networks aimed at reducing isolation in inland regions and facilitating trade and investment flows across the continent.

Beyond energy cooperation, discussions between Algerian and Chadian officials covered a broad spectrum of sectors including hydrocarbons, mining, infrastructure development, vocational training, higher education, transportation and institutional capacity building.

During separate talks with Chadian President Mahamat Idriss Déby Itno, Ghrieb conveyed the personal greetings of President Abdelmadjid Tebboune and reaffirmed Algeria’s commitment to implementing the bilateral roadmap agreed upon by both leaders.

The meeting reviewed the progress achieved since Déby’s visit to Algiers and examined mechanisms for accelerating the implementation of various cooperation programmes.

President Déby expressed gratitude to Algeria and President Tebboune for what he described as sustained support for Chad’s development efforts.

According to Algerian officials, the Chadian leader praised the electricity project as a symbol of the deepening strategic partnership between the two countries and an example of effective intra-African cooperation.

He also highlighted Algeria’s role in supporting regional stability and promoting development-driven solutions to challenges facing the Sahel region.

For Algeria, the significance of the project extends well beyond its technical dimensions.

The 40-MW gas-powered facility is expected to strengthen electricity supply in N’Djamena and surrounding areas, support industrial activity, improve public services and create more favourable conditions for economic growth.

Algerian officials view the initiative as evidence of the country’s ability to export expertise and technical know-how while simultaneously strengthening its political and economic influence across Africa.

The visit also underscored a growing convergence between Algiers and N’Djamena regarding regional security and governance issues.

Both sides reiterated their attachment to the principle of “African solutions to African problems”, emphasising respect for national sovereignty, political dialogue and regional ownership of development and security initiatives.

The two governments stressed the importance of continued consultation regarding developments in the Sahel and broader African continent, arguing that security, development and economic integration must be pursued simultaneously.

Ghrieb described the current phase of Algerian-Chadian relations as one characterised by “effectiveness, performance and shared political commitment at the highest level.”

He said the electricity project demonstrates that commitments made by the leadership of both countries have moved beyond declarations and entered a phase of concrete implementation.

For Chadian Prime Minister Allamaye Halina, the project symbolises the depth of bilateral ties and the determination of both governments to transform political goodwill into measurable development outcomes.

Halina praised Algeria’s contribution to Chad’s energy sector and said the project would play a critical role in strengthening national electricity production capacity and supporting socio-economic development.

The visit concludes against the backdrop of Algeria’s broader strategy of strengthening its African footprint through infrastructure diplomacy, economic partnerships and development cooperation.

By combining political coordination with investment in strategic sectors such as energy, transportation and connectivity, Algiers appears increasingly focused on positioning itself as a key driver of regional integration and sustainable development across the Sahel and wider African continent.
