Algeria Champions South-South Cooperation as a Strategic Lever for Landlocked Nations

Algiers, Algeria |  In a diplomatic intervention during the Third United Nations Conference on Landlocked Developing Countries, Algeria reaffirmed its longstanding commitment to South-South cooperation as an essential pillar of equitable global development. Representing the Algerian government, Soufiane Chaib, Secretary of State to the Minister of Foreign Affairs in charge of the national community abroad, articulated a compelling vision for a more integrated and self-reliant Global South.

Speaking at the high-level ministerial meeting themed “Leveraging South-South Cooperation to Promote Trade Facilitation and Deepen Regional Integration for Greater Participation of Landlocked Developing Countries in International Trade”, Chaib emphasized that the shared challenges of developing nations—particularly those without access to the sea—must be addressed by harnessing indigenous capacities and fostering mutual solidarity.

Chaib underlined that this principle is enshrined at the heart of Algeria’s foreign policy, in line with the vision of President Abdelmadjid Tebboune. As a concrete expression of this commitment, Algeria established the Algerian Agency for International Cooperation for Solidarity and Development, which supports infrastructure and development projects across numerous African countries—especially landlocked ones—thus positioning Algeria as both a regional catalyst and a global partner for equitable growth.

Yet, the Secretary of State was unequivocal: South-South cooperation, though vital, cannot stand alone in the face of systemic global challenges. He urged the international community—particularly developed nations—to rise to their responsibilities, calling for “bold and pragmatic frameworks of international cooperation” that transcend mere declarations and translate into actionable solidarity. Such efforts, Chaib stressed, are indispensable to tackle existential threats such as food insecurity, climate change, and energy scarcity—issues that disproportionately affect landlocked and resource-constrained nations.

In a nod to pan-African mechanisms of resilience and self-determination, Chaib praised the African Continental Free Trade Area (AfCFTA), describing it as a transformative tool for amplifying intra-African trade and reinforcing the South-South axis. He also spotlighted Algeria’s leadership in the African Peer Review Mechanism (APRM) and support for the New Partnership for Africa’s Development (NEPAD), both of which he presented as “African solutions to African problems”—a slogan increasingly becoming a doctrine among nations charting their own sovereign development paths.
