Algeria, China Strengthen Strategic Railway Partnership: Minister Rakhroukh Meets CRCC Chairman to Accelerate Mining Megaprojects

Algiers, Algeria | July 8th, 2025 — In a move to reinforce Algeria’s infrastructure strategy and deepen Sino-Algerian cooperation, the Minister of Public Works and Basic Infrastructure, Lakhdar Rakhroukh, received Mr. Dai Hegen, Chairman of the China Railway Construction Corporation (CRCC), on Tuesday in Algiers. The meeting, attended by senior officials from the ministry and representatives of ANESRIF (National Agency for the Study and Monitoring of Railway Investment), focused on evaluating the progress of bilateral projects—foremost among them, the Western Mining Railway Project.

The high-level discussions coincided with the completion of a vital 135-kilometer railway segment linking Tindouf to the massive Gara Djebilet iron mine, a symbolic and strategic leap in Algeria’s ambition to transform its mineral wealth into industrial sovereignty.

In his opening remarks, Minister Rakhroukh lauded the joint efforts of Algerian and foreign firms, particularly ANESRIF and CRCC, for delivering this phase of the project within the timeline. He praised the technical excellence of Algerian engineers and workers, noting that effective field coordination and mutual trust were key to overcoming logistical and environmental challenges in one of the country’s most remote regions.

Minister Rakhroukh reaffirmed Algeria’s unwavering political commitment, under President Abdelmadjid Tebboune’s leadership, to complete all remaining segments of the 950-kilometer Western Mining Railway corridor, which will ultimately connect Gara Djebilet, Tindouf, and Béchar to northern industrial hubs and export ports. He stressed that the project is not only about transport, but about unlocking regional development, maximizing mining potential, and revitalizing Algeria’s southwestern territories.

For his part, CRCC Chairman Dai Hegen reiterated his company’s full dedication to supporting Algeria’s national railway master plan. He pledged to mobilize all necessary technical resources and manpower to ensure the project’s success, describing it as a flagship model of China-Africa infrastructure cooperation.

The two sides also discussed future axes of collaboration, including the deployment of smart railway technologies, advanced maintenance systems, digitization, and specialized vocational training programs aimed at building a skilled Algerian workforce. Both parties emphasized the importance of long-term strategic partnership rooted in technology transfer, local capacity-building, and mutual economic benefit.

Minister Rakhroukh concluded the meeting by underlining that the Western Mining Railway is a cornerstone of Algeria’s development vision, reflecting a new era of field-based planning, sovereign resource management, and qualitative partnerships that align with Algeria’s long-term goals of economic diversification and industrial autonomy.
