Algiers, Algeria | June 26th, 2025 —  In a decisive and forceful address marking the International Day Against Drug Abuse and Illicit Trafficking, held at the Abdelatif Rahal International Conference Center in Algiers, Prime Minister Nadir Larbaoui reaffirmed the unwavering commitment of President Abdelmadjid Tebboune to confront the drug scourge head-on and protect the Algerian nation from this insidious threat.

“The President of the Republic considers the fight against drugs a strategic national priority and has committed to mobilizing all sectors of society—public institutions, civil society, and media—to combat this plague with vigilance and firmness,” Larbaoui declared.

A Comprehensive and Integrated Approach

Larbaoui outlined a far-reaching, presidentially mandated national approach built on three pillars: prevention, treatment, and deterrence. He underscored that the drug epidemic, with its devastating health, social, economic, and psychological consequences, has grown more dangerous due to systematic efforts by hostile entities using narcotics trafficking as a weapon to destabilize states by targeting their youth.

“Drug proliferation is not just a societal ill—it’s part of a transnational offensive against state security,” Larbaoui warned.

A Robust Legal Arsenal to Match Rising Threats

The Prime Minister highlighted Algeria’s strengthened legislative framework, anchored by recent amendments to laws on health and drug prevention. These updates criminalize new drug-related offenses, mandate compulsory treatment, increase penalties for organized trafficking networks, and empower authorities to trace and confiscate illicit drug proceeds.

He emphasized the necessity of inter-agency coordination and international cooperation to track cross-border drug networks and hold accountable those nations and entities that exploit this issue to undermine Algerian stability.

Unveiling the 2025–2029 National Drug Strategy

Larbaoui presented Algeria’s new National Strategy to Combat Drugs for 2025–2029—adopted by the Council of Ministers on April 20—describing it as a participatory, multi-dimensional roadmap. Its core elements include:

• Investing in prevention through awareness campaigns, especially among youth

• Enhancing therapeutic systems to rehabilitate drug users

• Adopting a robust penal policy aligned with modern drug-related crime

• Boosting international partnerships to fight this global menace

Honoring National Heroes in the Fight

Larbaoui paid tribute to the Army, the Gendarmerie Nationale, the National Police, Customs, and the National Drug and Addiction Control Office (ONLCDT) for their vital role in intercepting drug flows, dismantling networks, and supporting national strategy implementation.

He also praised civil society actors for their role in victim support and awareness campaigns and reaffirmed Algeria’s full-scale war on drugs as “a battle on multiple fronts—legal, institutional, societal, and ideological.”

As a symbol of resilience and youth engagement, the event also featured the launch of the “Youth Marathon” in Tlemcen, gathering more than 1,500 young participants from across the nation, signaling a generational stand against narcotics.
