The French plan, presented as “temporary,” imposes restrictive and humiliating conditions on Algerian diplomats seeking to enter restricted airport zones to deposit or retrieve diplomatic pouches — a right explicitly guaranteed under the Vienna Convention on Diplomatic and Consular Relations, particularly Article 27, as well as the 1974 Algerian-French Consular Agreement.

Diplomatic practice, respected even at the height of the Cold War, has always afforded the diplomatic pouch an inviolable status, immune to interference. Algeria views France’s unilateral decision as an unprecedented provocation in modern statecraft — one that erodes mutual respect and undermines the very foundations of the Vienna framework.

According to informed sources, no other diplomatic mission in France has been subjected to such treatment, raising unavoidable questions about Paris’s intent and the singling out of Algeria for punitive, exceptional measures. Particularly troubling is the stipulation that Algerian diplomats must provide 48 hours’ prior notice and accept the presence of French security escorts during transfers — conditions Algiers considers degrading and incompatible with diplomatic immunity.

This targeted policy, affecting exclusively the Algerian Embassy in Paris while ignoring the operational constraints faced by Algerian consulates across France, is perceived in Algiers as a calculated affront. The Algerian government asserts that restoring unrestricted access to airport secure zones for its diplomats is the only acceptable resolution — a demand that includes the reciprocal lifting of similar restrictions imposed on French diplomats in Algeria.

In a statement resonating with historical memory, Algerian officials underlined that sovereignty and independence — hard-won through the sacrifices of martyrs and mujahideen — are non-negotiable pillars of the nation’s identity. Any attempt to subject Algerian diplomats to discriminatory treatment or to compromise their dignity will be met with firm and proportional measures.

Algiers has thus made it unequivocally clear: the diplomatic dignity of Algeria is not up for debate, and any action that undermines it will elicit a decisive and equal response. France’s breach of established diplomatic norms is not merely a procedural dispute — it is a direct challenge to the sovereign equality of states and an act that, if left unchecked, could set a dangerous precedent in international relations.
