Algeria Deploys Comprehensive National Water Strategy to Confront Climate Change Challenges

Algiers – November 2025 – In a declaration delivered Thursday in Mostaganem, Minister of Hydraulics Taha Derbal affirmed that Algeria is now implementing a coherent, meticulously crafted national strategy designed to confront the escalating impacts of climate change on the nation’s water resources. Derbal emphasized that the country has shifted toward a rational, long-term water policy built on diversified options, foremost among them the extensive development of non-conventional water resources to mitigate increasing shortages.
Derbal highlighted that Algeria’s water-security rate has advanced significantly thanks to the rapid expansion of its desalination infrastructure. The recent commissioning of five new seawater desalination plants has elevated the share of desalinated water to between 40% and 42% of the national supply of potable water—a turning point in the country’s drive toward sustainable, climate-resilient water management. He further stressed the strategic focus placed on the High Plateaus, now being connected to desalinated water systems over more than 250 kilometers, in addition to major South-North transfers aimed at ensuring drinking-water access for residents and reinforcing agricultural activity, which remains a cornerstone of economic diversification.
Addressing surface-water resources, Derbal underscored the importance of interconnecting dams whenever technically feasible, alongside hydrological basin studies that inform future planning. He also recalled the critical role of Algeria’s 230 wastewater treatment plants, a sector currently undergoing rehabilitation and expansion in accordance with the directives of President Abdelmadjid Tebboune, given its essential contribution to national water security and reuse capacity.
The minister reiterated that the national strategy encompasses additional key pillars, including the generalization of water-saving irrigation systems, the fight against illegal connections and leakage, and the promotion of rationalized consumption to guarantee fair and sustainable distribution. Digitalization and remote monitoring—now viewed as indispensable tools—are being deployed to modernize water-service management and improve public-service efficiency.
During his field visit, Derbal inaugurated two artesian wells in Kedadra (Fornaka) and Kehlala (El-Hassiane), part of a broader program aimed at enhancing water supply for 16 villages across seven communes, through the equipment of 11 boreholes with a total investment of 300 million dinars. He also inspected the wastewater and stormwater lift station in the El-Borjia industrial zone and reviewed two major development presentations: one on the 6,000-hectare irrigated perimeter of the Mostaganem plain, and another detailing the tertiary-treatment system at the Salamandre wastewater treatment plant.
