Algeria: Electoral Reform Proposal Expands Parliamentary Representation with Additional Seats in Both Chambers

ALGIERS, March 12th, 2026 — Algeria’s institutional framework for parliamentary representation is set to undergo a notable adjustment under a draft law revising the electoral constituencies governing legislative elections. The proposed amendment introduces an increase in the number of parliamentary seats in both the People’s National Assembly (APN) and the Council of the Nation, reflecting recent administrative developments and demographic considerations.
Under the provisions of the draft law amending and supplementing Ordinance No. 21-02 of 16 March 2021, which defines electoral constituencies and the number of seats allocated during parliamentary elections, the number of seats in the lower chamber will rise from 407 to 422. Meanwhile, the composition of the upper chamber will expand from 174 to 207 members.
The reform was approved during a meeting of the Council of Ministers and aims primarily to align the electoral framework with Algeria’s updated administrative map, which now comprises 69 wilayas in addition to the constituency representing the national community abroad. The legislative initiative was prepared by the Ministry of Interior, Local Assemblies and Transport of Algeria following the promulgation of Law No. 84-09 of 4 February 1984, as amended, which reorganizes Algeria’s territorial division and establishes eleven new wilayas: Aflou, Barika, Bir El Ater, Ksar Chellala, Aïn Oussera, Messaad, Ksar El Boukhari, Boussaâda, El Abiodh Sidi Cheikh, El Kantara and El Aricha.
The creation of these new administrative units necessitates a revision of both the number of electoral constituencies and the distribution of parliamentary seats. To determine representation levels, the draft legislation relies on preliminary demographic statistics for 2022 issued by the National Office of Statistics (ONS), in accordance with Article 3 of the 2021 ordinance governing electoral districts.
Within this framework, the number of electoral constituencies for the election of members of the People’s National Assembly will increase from 58 to 69, in addition to the overseas constituency representing Algerians living abroad. This adjustment reflects the eleven newly created wilayas and ensures their integration into the national electoral architecture.
The redistribution of seats also entails a partial reallocation from several existing wilayas, including Laghouat, Batna, Tlemcen, Tiaret, Djelfa, Médéa and M’Sila, from which nineteen seats will be transferred to the newly established administrative divisions.
Regarding representation levels, ten of the newly created wilayas will be allocated three seats each, namely Aflou, Barika, El Kantara, Bir El Ater, El Aricha, Ksar Chellala, Aïn Oussera, Messaad, Ksar El Boukhari and El Abiodh Sidi Cheikh, reflecting populations that remain below 200,000 inhabitants. The wilaya of Boussaâda, whose population exceeds that threshold, will be granted four seats.
As a result of these adjustments, the total number of deputies in the People’s National Assembly will increase by fifteen seats, reaching 422 members. In parallel, the composition of the Council of the Nation will expand by thirty-three seats, bringing the total to 207 members. The upper chamber will include 138 elected members—allocated on the basis of two representatives per wilaya, including twenty-two seats for the eleven new wilayas—alongside sixty-nine members appointed within the presidential third.
