Algeria Embarks on a New Era of Development: Minister Sayoud Highlights Ambitious Local and National Projects

Algiers – September 2025 – Algeria has entered what Minister of the Interior, Local Authorities, and Transport, Saïd Sayoud, described on Monday as “a new era of development,” one that is visibly taking shape through large-scale projects and intensive programs across housing, infrastructure, health, education, and social welfare.
Speaking at the official launch of the Integrated Local Development Support Program (ADIL), Sayoud emphasized that the country is witnessing positive outcomes across its regions, as a result of sustained efforts to improve citizens’ living standards through comprehensive, long-term strategies. “Algeria today lives in a new era of development, reflected in concrete results that are evident nationwide,” the minister declared.
Framing this trajectory within President Abdelmadjid Tebboune’s economic agenda, Sayoud pointed to “promising economic indicators and tangible transformations” that underline Algeria’s steady march towards integrated and sustainable development. He stressed that the President’s program places the citizen at the very center of policy-making, ensuring that growth is not abstract but directly improves everyday life.
The minister further recalled the substantial resources mobilized through the State budget, local authorities, and the Solidarity and Guarantee Fund of Local Authorities, which have enabled the completion of development projects extending to every commune without exception. This broad approach, he explained, has facilitated initiatives with social, economic, and cultural dimensions, while actively involving civil society—thus diversifying the economic capacities of local communities and strengthening their role in national efforts to generate wealth and employment.
Sayoud also highlighted Algeria’s commitment to modernizing the governance of local authorities, announcing reforms of the communal and wilaya codes to align with the demands of contemporary development. Enhanced decentralization, innovative management methods, and stronger elected assemblies are at the heart of this vision, alongside rules to foster cooperation between municipalities for more effective resource use. Civil society, he underlined, is expected to play an active role not only in shaping development priorities but also in managing certain public services.
Regarding the ADIL program, the minister explained that the initiative—developed in partnership with the European Union and the Netherlands—aims to bolster institutional and human capacities in 12 communes across the wilayas of Biskra, Tébessa, Tiaret, and Mostaganem. “This project,” he affirmed, “will add a new milestone to the achievements already made through previous cooperation frameworks with the EU.” Sayoud called upon all stakeholders to ensure the sustainability of projects and prioritize the creation of stable employment, thereby reinforcing socio-economic dynamism at the local level.
