Algeria: Full Communiqué of Council of Ministers Meeting Chaired by President Tebboune

Algiers- Algeria, May 8, 2024 – President Abdelmadjid Tebboune chaired, Today, a Council of Ministers meeting dedicated to various presentations and draft laws pertaining to several sectors, as outlined in a statement from the Council.

The meeting commenced with the President’s opening remarks, followed by the presentation of the agenda by the Secretary-General of the Government, and the Prime Minister’s report on the Government’s activities over the past two weeks. Subsequently, government members presented their respective topics, after which President Tebboune issued the following instructions and directives:

1. Statutes of Medical and Paramedical Staff:

– The Council of Ministers approved the draft statutes and indemnity schemes for medical and paramedical officials.
– President Tebboune instructed the Minister of Health to continue developing specific legislation for the medical and paramedical fields.

2. Revaluation of Pensions and Retirement Benefits:

– President Tebboune emphasized that the decision to revalue pensions and retirement benefits demonstrates the State’s recognition and appreciation for the efforts of workers who have dedicated their careers to public service.
– Increases ranging from 10% to 15% for all categories of retirees were approved to enhance their standard of living.

3. Production and Distribution of Lubricants in Algeria:

– President Tebboune instructed the Prime Minister to collaborate with relevant ministries to establish a legal framework for the lubricants sector, defining standards, criteria, and quality.
– Naftal was tasked with increasing domestic production, managing marketing and imports, and initiating the necessary technologies for local production.

4. Draft Law on Waste Management, Control, and Disposal:

– The Minister of Environment, in coordination with counterparts from the Interior and Housing sectors, was instructed to develop an environment and urban planning scheme, focusing on waste sorting and distribution through citizen awareness.
– Startups specialized in waste recycling were to be created to capitalize on economic opportunities, particularly in agriculture.
– Pilot projects for waste sorting, distribution, and recycling were to be implemented in selected regions before broader application.
– President Tebboune stressed the importance of promoting Algeria’s image through ongoing reforms and ensuring effective enforcement of regulatory texts.

5. Follow-up of the Digitization Process:

– President Tebboune emphasized the importance of cybersecurity in the digitization process and commended efforts to ensure its successful implementation.

6. Finance Sector and Banking Interests:

– The Minister of Finance, in collaboration with the Central Bank and the Association of Banks and Financial Institutions, was tasked with reviewing high bank interest rates to align with investment promotion policies.

General Directions:

– The Minister of Energy and Mines was directed to acknowledge and appreciate the efforts of Sonelgaz workers in meeting national electricity needs, particularly in agricultural and rural areas.
– The Minister of Labor, Employment, and Social Security was instructed to expedite the implementation of new laws regarding the right to exercise trade union action.
