Algeria–Germany Twinning Programme Under Review as Investment Promotion Reforms Advance

The meeting was co-chaired by AAPI Director General Omar Rekkache, who leads the project on the Algerian side, and Gerlind Heckmann, director at the German ministry and head of the programme’s German team. The discussions were attended by Fausto Perini, representing the European Union Delegation to Algeria, underscoring the project’s multilateral dimension.

Participants reviewed a detailed presentation outlining activities undertaken since the programme’s launch last November, with particular focus on strengthening investment-promotion techniques, improving data analytics and statistical tools for policy evaluation, and developing analytical reports designed to guide evidence-based decision-making.

According to Rekkache, the programme’s initial phase enabled the identification of early gains and the adjustment of operational priorities to better align project objectives with the agency’s institutional needs and Algeria’s broader national strategy to attract foreign direct investment. He stressed that the twinning initiative is intended to equip the agency with best international practices in investment promotion and project management, delivering measurable, sustainable outcomes that reinforce investor confidence.

He also commended the depth of professional exchanges between AAPI staff and German experts during technical missions, describing them as a cornerstone of capacity building and institutional modernisation. Heckmann, for her part, highlighted the progress achieved so far while urging continued commitment to ensure the programme’s objectives are fully realised and its impact strengthened.

Spanning eight months, the twinning initiative is designed to facilitate the transfer of expertise in modern management tools, governance enhancement, and the development of mechanisms to identify and attract high-value investment projects. Officials say the programme will also bolster institutional capabilities in digitalisation, data exploitation, and economic analysis, while advancing transparency and efficiency in public services offered to investors.

Ultimately, the initiative aims to cultivate a more competitive and transparent investment climate in Algeria, one capable of generating sustainable growth, fostering job creation, and accelerating technology transfer—an ambition that positions the Algeria–Germany partnership as a strategic pillar in the country’s broader economic transformation agenda.
