Algeria Installs the National Scientific Council for Food Security to Drive Agricultural Modernization

Algiers – October 2025 – In a step toward reinforcing national food sovereignty and advancing the modernization of Algeria’s agricultural sector, the National Scientific Council for Food Security was officially installed on Monday at the Abdelatif Rahal International Conference Center (CIC) in Algiers, during the National Conference on the Modernization of Agriculture.
The installation ceremony was co-chaired by the Minister of Agriculture, Rural Development, and Fisheries, Yacine El-Mahdi Oualid, and the Minister of Higher Education and Scientific Research, Kamel Baddari. The event marked a pivotal moment in Algeria’s strategic efforts to bridge the gap between scientific research and agricultural development, ensuring that innovation and knowledge serve as the foundation of the nation’s food security policy.
The newly established Council, presided over by Professor Ammar Azioune—Director of the National Center for Biotechnology Research in Constantine—comprises 34 experts, researchers, and university professors specializing in agricultural sciences, alongside representatives from various ministerial sectors. Its mission is to provide scientific and technological support for the agricultural modernization process, promoting evidence-based approaches and sustainable practices that align with the country’s strategic priorities.
Speaking at the ceremony, Professor Azioune emphasized that additional national experts and researchers are expected to join the Council in the near future to further strengthen its scientific capacity. He underscored the Council’s commitment to supporting the agricultural sector through a structured action plan grounded in innovation, knowledge, and applied research.
Azioune highlighted the critical role of universities and research institutes in providing scientific backing to address the growing challenges of climate change, whose negative effects have rendered traditional agricultural methods insufficient. “Only through science, research, and technological innovation can we ensure sustainable agricultural productivity and food security,” he asserted.
As part of the ongoing conference, several workshops have been organized to explore key themes including the intensification and enhancement of production in strategic agricultural sectors, sustainable management of water resources, modernization through mechanization and smart farming, agricultural financing, insurance systems, and social protection for farmers.
Participants are also discussing the development of agricultural value chains and market organization to achieve a balanced relationship between supply and demand, the digital transformation of the agricultural sector through the establishment of an integrated information system, as well as the clarification of land tenure status for agricultural operations. In addition, the conference is examining institutional reform and the modernization of sectoral governance to improve efficiency, transparency, and resilience.
