Algeria Joins “50in5” Initiative to Advance Public Digital Infrastructure and Inclusion

In a step reflecting the steady evolution of its digital policy framework, Algeria has formally joined the global “50in5” campaign, marking a new phase in the development of its public digital infrastructure. The announcement, made by the Ministry of Post and Telecommunications, situates this adhesion within a broader national strategy aimed at reinforcing digital sovereignty, expanding financial inclusion, and ensuring equitable access to public services across the country.
The “50in5” initiative, supported by international partners including the United Nations Development Programme (UNDP), brings together a group of countries committed to designing, implementing, and scaling key components of public digital infrastructure over a five-year horizon. These components include digital identity systems, digital payments, and data exchange platforms—elements increasingly recognized as foundational to modern governance and service delivery.
Algeria’s participation aligns with ongoing domestic efforts that have already yielded tangible progress. Among the flagship initiatives cited is “E-Tawki3,” a national framework for digital identity and electronic signature that enables secure access to online services. Alongside this, Algerie Poste has developed a large-scale digital payments ecosystem, connecting more than 29 million accounts and 18 million Edahabia cards, thereby contributing to the expansion of financial inclusion at the national level.
These developments are complemented by investments in human capital and technological infrastructure. Regional centers dedicated to digital skills development, coupled with platforms adapted to artificial intelligence, aim to ensure that the benefits of digital transformation extend to diverse segments of the population, including youth, women, and rural communities. This approach reflects an emphasis on inclusivity as a core dimension of digital policy.
Beyond its domestic implications, Algeria’s integration into the “50in5” framework also opens avenues for international cooperation. The initiative provides a structured environment for knowledge exchange, enabling participating countries to share experiences and benefit from collective expertise. In this regard, Algeria positions itself as both a contributor to and a beneficiary of a broader effort to build trusted, inclusive, and interoperable digital ecosystems.
