Algeria Launches Construction of 250,000 Housing Units in First Half of 2025: Minister Belaribi Commits to Quality, Affordability, and Urban Innovation

At Batimatec 2025, Housing Minister Mohamed Tarek Belaribi announces bold national housing plan aligned with 2029 vision, pledges to maintain international standards, and unveils pivotal changes to AADL3 including central heating, extended payment terms, and possible high-rise solutions in major cities.

Algiers, Algeria | May 5th, 2025 — In an announcement during the opening of the 27th edition of the International Exhibition of Construction, Public Works and Building Materials (Batimatec 2025), Algeria’s Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, declared the launch of construction for approximately 250,000 housing units across all categories during the first half of 2025.

 

This major initiative is part of Algeria’s broader national housing strategy, which aims to deliver two million housing units by 2029. Speaking at the event held at the Palace of Expositions in Algiers, Minister Belaribi emphasized that the ongoing efforts reflect the government’s commitment to sustainable urban development and improved quality of life for Algerians.

Belaribi, joined by several key government officials—including Minister of Internal Trade and Market Regulation Tayeb Zitouni, Minister of Foreign Trade and Export Promotion Kamel Rezig, Minister of Public Works and Basic Infrastructure Lakhdar Rekhroukh, Minister of Industry Sifi Ghrieb, and President of the National Economic, Social and Environmental Council (CNESE) Mohamed Boukhari—highlighted the importance of aligning Algeria’s construction sector with international building standards.

He also stressed the strategic need to strengthen domestic capacities, particularly in the production of iron and steel, praising national companies for their advances in these fields.

Key Announcements on AADL3: Affordable and Modernized

One of the most anticipated updates during the event was related to the AADL3 housing program, which Belaribi confirmed would be priced at levels comparable to the LPA (Assisted Promotional Housing) formula. He assured citizens that the Agency for the Improvement and Development of Housing (AADL) has worked meticulously to ensure pricing remains accessible and fair, especially for middle-income families.

The AADL3 program will also include unprecedented features, most notably central heating systems—a first in the agency’s housing schemes—designed to ensure better living conditions and prevent winter-related health risks.

Belaribi explained that payment terms for AADL3 have been revised to allow installments over 25, 30, and even 35 years, providing flexibility and long-term affordability to beneficiaries. He further stated that feasibility studies are already underway for the 200,000 housing units earmarked in the 2025 Finance Law.

Moreover, the urban planning model of AADL3 is set to undergo a significant transformation, with updated architectural designs and enhanced housing quality reflecting modern lifestyle needs and sustainability principles.

New Housing Towers on the Horizon

Addressing the persistent land scarcity in Algeria’s major urban centers, Belaribi revealed that the government is considering the construction of vertical housing towers in cities facing acute real estate constraints. However, he clarified that any move toward high-rise residential developments would be based on rigorous technical feasibility studies to ensure safety, efficiency, and urban harmony.

An Expanding and Diverse International Presence

The Batimatec 2025 exhibition, spanning over 40,000 square meters, witnessed substantial national and international participation. Companies from more than 15 countries—including China, Turkey, Italy, Portugal, and Spain—took part in showcasing innovations in construction materials, building systems, and public works solutions.

As Algeria charges forward with its ambitious housing program, the government’s multi-pronged approach—combining affordability, modernization, sustainability, and technical rigor—positions the country on a solid path to achieving housing equity and urban resilience for its growing population.
