Algeria Launches Electronic Card for Free Access to Medicines for Underprivileged Without Social Coverage

The ceremony, held in Algiers, was presided over by Abdelhak Saihi, Minister of Labour, Employment and Social Security, accompanied by Soraya Mouloudji, Minister of National Solidarity, Family, and the Status of Women.
Addressing attendees, Minister Saihi emphasized that this initiative represents โthe implementation of a sovereign decision reflecting a clear political will, placing the citizen at the heart of public policy and affirming the right to health, medical care, and medicines as a constitutional guarantee.โ
Saihi further highlighted that since President Abdelmadjid Tebboune assumed office, Algeria has witnessed sweeping social reforms and historic measures that have rehabilitated the social state, dismantled the legacy of exclusion and marginalization, and mobilized substantial financial and human resources to ensure free access to healthcare, strengthen the national health system, and provide comprehensive support for all citizens without discrimination.
The Minister underlined that the new electronic card embodies โa modern public policy grounded in digitization, transparency, and equal opportunity, eradicating bureaucratic obstacles while preserving citizensโ dignity and guaranteeing direct and efficient access to essential medicines.โ
This measure forms part of a broader state-led reform agenda, coordinated across multiple sectors, aimed at enhancing national solidarity, building a just and modern state with human-centered governance, and upholding Algeriaโs national values and November principles.
Minister Mouloudji reaffirmed her ministryโs commitment to supporting vulnerable groups, highlighting existing programs such as the lump-sum solidarity allowance, while emphasizing that the electronic card is specifically designed โfor the underprivileged without social coverage or income, including chronically ill patients and their dependent minor children,โ in accordance with Executive Decree No. 24-287 of 22 August 2024 and relevant interministerial decisions.
The electronic card grants eligible beneficiaries and their minor children free access to medications prescribed under the official list approved by the interministerial decision of 13 July 2025, available at pharmacies affiliated with the Caisse Nationale des Assurances Sociales des Travailleurs Salariรฉs (CNAS). It also provides treatment for a three-month period for those suffering from chronic illnesses, representing a decisive step in extending equitable healthcare to Algeriaโs most vulnerable populations.
