Algeria Launches Electronic Platform for Document-Loss Declarations — A Digital Leap to Simplify Public Life
✍️ BY: Dr. Hana Saada
Algiers – November 2025 – Under the authority of Saïd Sayoud and in Algiers on Thursday, Algeria inaugurated a landmark digital service: an electronic platform dedicated to the declaration of lost documents. This initiative, born of President Abdelmadjid Tebboune’s directive to accelerate digital transformation, simplify administrative procedures and modernise public services, signals a clear shift toward a more responsive, efficient and citizen-centred state apparatus.
The launch — overseen by the Minister of the Interior, Local Assemblies and Transport during a national orientation meeting for senior national, regional and wilaya cadres of the General Directorate of National Security (DGSN) — responds to undeniable operational pressure. According to the DGSN’s briefing, the force recorded 1.3 million declarations of lost documents in 2024 and about 1.5 million declarations from the start of 2025 up to the current month. Those figures compelled the development of a digital solution capable of processing declarations at scale, 24/7 and without requiring citizens to travel to police stations.
Technically robust and purpose-built by DGSN engineers, the platform is designed to perform several interlocking functions that address both citizen needs and institutional efficiency. It enables remote submission of loss declarations at any hour; accelerates the administrative processing of requests; minimises human error in data entry; and provides an interface accessible to people with special needs and to residents of remote regions. Behind the interface lies a modern data architecture that assembles a searchable database to handle requests, identify repetitive or fraudulent filings, and inform operational policing priorities.
The economic and administrative benefits are explicit. Digitisation will cut printing and paperwork costs within police services, reduce the workload borne by front-line police personnel, and create the technical conditions for structural linkages with other governmental services. Integration with complementary state databases will permit streamlined verification and cross-checking, while a developed validation mechanism will safeguard the integrity and authenticity of issued electronic documents.
Beyond convenience, the platform embodies a strategic governance logic: digital tools deployed to preserve public order, raise administrative transparency and enhance service delivery. By reducing barriers to essential procedures and concentrating records in a secure, auditable system, the State strengthens both citizen trust and institutional capacity to detect anomalies and respond swiftly.
Saïd Sayoud’s inauguration underscores the executive’s intent to translate presidential directives into concrete, scalable solutions. The platform’s availability — accessible through the official website of the Algerian Police — is a practical step toward the modern public administration Tebboune envisions: one that preserves security while responding to citizens’ needs with speed, accuracy and inclusivity.
If fully exploited, this platform will deliver measurable gains: fewer in-person visits, faster case handling, reduced administrative costs and improved data-driven policing. Success will depend, however, on sustained operational support, rigorous cybersecurity protections, staff training and a partnership-driven approach that links the DGSN with other ministries and local administrations. The technological launch is important; the governance that will maintain, expand and interconnect this capability will determine whether this initiative becomes a permanent pillar of administrative modernisation.
