Algeria Launches First Civil Society Summer University under Presidential Patronage

Algiers, Algeria | July 7th, 2025 — Under the high patronage of President Abdelmadjid Tebboune, Algeria inaugurated its first-ever Summer University for Civil Society in the coastal province of Tipaza, marking a milestone in the country’s evolving governance model, where civil society is being positioned as a central actor in national development and public policy formulation.

The opening ceremony was presided over by Ibtissem Hamlaoui, President of the National Observatory for Civil Society, who affirmed in her keynote address that the university represents a concrete embodiment of the new Algerian state’s vision for promoting and modernizing civil society structures. This vision, she emphasized, hinges on capacity-building, participatory governance, and the strategic inclusion of grassroots actors in national discourse.

Hamlaoui stated that “the national challenge today lies in building a responsible, efficient, and patriotic civil society—one that is capable of meeting contemporary challenges and contributing effectively to Algeria’s transformation within the framework of the New Republic.”

Strategic Partnerships to Combat Social Ills and Promote Youth Engagement

The inaugural session witnessed the signing of a cooperation agreement between the National Observatory for Civil Society and the National Office for Drug Control, aimed at boosting collaboration in awareness-raising, prevention, and community-based outreach. The agreement also seeks to empower civil society associations—particularly those working with youth—to play a proactive role in combating social scourges such as substance abuse.

In a parallel initiative reflecting the state’s commitment to fostering volunteerism among the younger generations, the Algerian Red Crescent entered into 13 cooperation agreements with leading national student organizations. These partnerships are designed to strengthen the culture of volunteer work and broaden the humanitarian and social engagement of students through training, supervision, and active involvement in national campaigns and relief efforts.

The agreements were hailed as the first building block of a national youth volunteer network, envisioned to coordinate action across universities and communities under a unified and impactful structure.
