Algiers – October 2025 – In a development for Algeria’s higher education and research landscape, Minister of Higher Education and Scientific Research Kamal Beddari has announced the creation of the country’s first university holding company—a strategic initiative designed to bridge academia and the national economy through innovation, research valorization, and entrepreneurial transformation. The announcement, aired on national television this Thursday, marks a historic turning point in Algeria’s pursuit of a knowledge-based economy and the modernization of its university system.
According to the same source, the establishment of this pioneering holding company aims to consolidate efforts in innovation and convert the fruits of scientific research into productive economic projects. It represents a tangible realization of Algeria’s long-voiced ambition to position its universities not merely as centers of learning but as active contributors to sustainable economic growth, industrial diversification, and national competitiveness.
As part of this ambitious initiative, a university investment fund will be created, with an initial capital of 120 million Algerian dinars and projections to increase to 330 million dinars by the end of 2025. This financial mechanism will serve as a cornerstone for nurturing innovative startups, supporting research commercialization, and fostering stronger synergy between the academic and industrial sectors.
The pilot project will be implemented at the University of Algiers 3, which has been chosen as the first academic institution to adopt this new model of partnership between higher education and the national economy. The selection of Algiers 3 underscores the government’s confidence in the university’s academic potential, research output, and strategic readiness to engage in high-value innovation ecosystems.
This initiative aligns with a broader governmental vision to transform Algerian universities into dynamic engines of development—capable of generating intellectual property, attracting investment, and translating academic excellence into concrete socio-economic impact. It also signals a clear shift from traditional educational paradigms toward a more integrated, pragmatic, and innovation-driven higher education model.
