Algeria Launches Social-Care Training for National Police Personnel

Algiers – November 2025 – The Ministry of National Solidarity, Family and the Status of Women and the Directorate General of National Security (DGSN) have formalized a framework agreement that heralds a strategic intensification of cooperation in the professional qualification of police personnel entrusted with social-care responsibilities. Signed on Sunday and immediately followed by the official inauguration of the training programme at the National Centre for the Training of Specialized Staff (CNFPS) in Bir Khadem, the convention targets the upskilling of those who manage social and cultural centres, social escorts and assistants, and the directors of child-care and reception institutions within the DGSN.
Minister Soraya Mouloudji framed the agreement as a decisive instrument to guarantee higher-quality social services for police employees and their families. She underscored that training constitutes a central lever for raising professional standards across state institutions and insisted that her ministry remains committed to qualifying practitioners in specialised education, social assistance, social mediation and professional reintegration. According to the minister, the programme’s sessions—delivered under the supervision of the ministry’s national centres—will transfer practical competencies and contemporary methodologies to the DGSN’s cadres and service teams.
For the DGSN, Director General Ali Badaoui described the convention as the culmination of significant joint efforts and a concrete expression of institutional complementarity. He stressed that the agreement aims to consolidate the professional capacities of personnel assigned to social-welfare structures and to establish a more appropriate professional environment both during and beyond working hours. Badaoui emphasised the centrality of training within an institution of the DGSN’s scale, describing it as an essential mechanism for qualifying human resources and improving public service delivery.
The curriculum and activities envisaged under the programme are comprehensive and practical in scope. They include the management of cultural and recreational clubs, the design and implementation of cultural, social and sports programmes, the encouragement and nurturing of local talent, and the organisation of holiday colonies and tourist outings. Equally emphasised is cooperative engagement with local associations, thereby embedding the training within broader community networks and ensuring that services respond to contextual needs.
Crucially, the training is designed to support the DGSN’s social policy through the provision of psychological follow-up for personnel, the development of tailored educational and recreational programmes for children, and the establishment of safeguards that ensure a healthy environment in reception institutions. These measures seek not merely to elevate technical competence but to institutionalise a holistic approach to social care that addresses both professional and personal welfare.
Minister Mouloudji insisted that these cooperation projects are not ephemeral responses to contingencies but sustainable pathways that anchor an effective culture of partnership. They aim to reinforce collective awareness of training as a foundational lever for skill development, enhanced professional performance and the accompaniment of ongoing transformations across multiple domains.
