Minister Yacine El Mahdi Oualid Announces New Dual-Certification Programs to Advance Cloud Computing, Cybersecurity, and Artificial Intelligence

Algiers, Algeria | May 16th, 2025 — In a move to elevate Algeria’s vocational training landscape, Minister of Vocational Training and Professional Education, Yacine El Mahdi Oualid, announced the signing of a partnership agreement with the Chinese technology giant Huawei. This collaboration aims to establish specialized academies dedicated to digital technologies, marking a significant step towards aligning Algeria’s workforce with cutting-edge global tech standards.

The partnership, formalized through a memorandum of understanding, will initially launch academies within three leading vocational training centers: the Center of Excellence in Sidi Abdallah, the Center of Excellence in Bou Ismail, and the African Institute in Boumerdes. Minister Oualid revealed that additional academies will follow, expanding the reach and impact of this initiative.

The primary goal of this alliance is to introduce new training programs offering dual certifications, jointly awarded by the Ministry and Huawei. These programs will cover critical and rapidly evolving fields such as cloud computing, cybersecurity, and artificial intelligence — areas essential for the digital transformation of Algeria’s economy.

Minister Oualid emphasized that the first cohort of these programs will commence in September, as part of an ambitious plan that also includes the integration of 30 new specialized courses in various digital technology domains. This comprehensive strategy reflects Algeria’s commitment to fostering high-level technical skills, boosting employability, and strengthening its position in the global digital economy.
