Algeria Launches Two-Phase Plan to Retire Ageing Buses and Renew National Transport Fleet

Algiers, Algeria | In a decisive move to modernize Algeria’s public transport sector and enhance passenger safety, the Minister of Transport, Saïd Sayoud, announced on Sunday a two-step strategy for the systematic withdrawal of ageing buses and the renewal of the national fleet. The plan, which comes in strict application of President Abdelmadjid Tebboune’s directives, aims to provide citizens with a safer, more reliable, and better-regulated transportation system.

 

The minister specified that the first phase will see the removal of all buses exceeding 30 years of service within a six-month timeframe, to be followed by the withdrawal of vehicles older than 20 years. To mitigate the economic impact on transport operators, Sayoud underlined that fiscal and customs incentives would be made available to facilitate the acquisition of new or relatively recent buses — not exceeding five years old. Particular emphasis will be placed on encouraging the purchase of locally manufactured buses, thereby bolstering the national economy and supporting domestic industry.

Rigorous Inspection and Oversight


The reform plan also includes the establishment of wilaya-level commissions tasked with inspecting buses to ensure compliance with rigorous safety and quality standards, covering the condition of structures, passenger seating, and all security equipment. Only vehicles meeting these requirements will be authorized to remain in circulation. A dedicated working group comprising representatives of transport operators will also be set up to monitor implementation, address sectoral concerns, and devise practical solutions through a participatory approach.

In parallel, a toll-free hotline will be introduced in every wilaya transport directorate to allow citizens to report infractions or lapses in safety standards, reinforcing transparency and accountability within the sector.

Towards a Modern, Citizen-Centered Transport System


During the meeting, representatives of transport unions welcomed the initiative but stressed the need for broader support measures, including customs and tax exemptions, revised fare structures, stricter driver qualification standards, and mandatory drug-testing protocols for operators.

Concluding the session, Sayoud reiterated his ministry’s firm commitment to applying President Tebboune’s instructions with “rigor and efficiency,” while stressing that the ultimate objective remains the citizen: ensuring access to modern, safe, and dignified transportation that reflects the aspirations of a nation determined to move forward.
