Algeria Liberalizes Satellite Telecommunications Market in Strategic Push for Nationwide High-Speed Connectivity

In a  move to accelerate digital inclusion and modernize its communications architecture, Algeria has formally opened its satellite telecommunications market to competition, marking a structural shift in the country’s connectivity strategy. The announcement, issued by the Ministry of Post and Telecommunications, signals a transition toward a more diversified and technologically adaptive ecosystem capable of extending high-speed internet access across the entirety of the national territory.

At the operational core of this reform, the Postal and Electronic Communications Regulatory Authority has launched an international call for tenders for the allocation of two licenses dedicated to the establishment and operation of public electronic communications networks via non-geostationary satellite systems. This framework is designed to enable qualified operators to deploy advanced space-based connectivity solutions, positioning Algeria within the evolving global landscape of low-orbit satellite communications.

The strategic objective underpinning this initiative is the delivery of high-speed broadband services to underserved and geographically isolated regions, where conventional terrestrial infrastructure remains economically or technically unviable. By leveraging satellite-based technologies, the government aims to significantly reduce the digital divide, ensuring more equitable access to digital services and fostering inclusive territorial development.

Beyond expanding coverage, the liberalization of the satellite segment is expected to catalyze broader market dynamics. By introducing competitive pressures, the reform seeks to diversify the national telecommunications offering, enhance service quality, and promote fair access to digital networks. This shift aligns with Algeria’s broader ambition to build a resilient and future-ready digital economy.

The implications of this policy extend into key strategic sectors. The expansion of satellite-enabled connectivity is set to support the development of Internet of Things (IoT) applications tailored to large-scale national projects, particularly in agriculture, mining, and transport. These sectors, often operating in remote or logistically complex environments, stand to benefit significantly from reliable, high-capacity communication infrastructures.

Minister of Post and Telecommunications Sid Ali Zerrouki underscored the transformative nature of this initiative, describing it as a critical milestone in strengthening Algeria’s digital infrastructure. He emphasized that the deployment of satellite-based broadband solutions would ensure the effective delivery of high-speed internet services across all regions of the country, with particular focus on hard-to-reach areas.
