Algeria, Namibia Deepen Energy Cooperation with High-Level Delegation Visit

The delegation is led by Kornelia Shilunga, Special Adviser to the President of Namibia and head of the Upstream Petroleum Unit, with a mandate to lay the foundations for an enduring industrial partnership grounded in technology transfer, institutional exchange, and long-term investment frameworks.

Algerian Expertise at the Core of the Dialogue

Scheduled to run until February 28, 2026, the visit is part of an ongoing process of consultation aimed at enabling Namibia to draw on Algeria’s historic experience in building and managing a modern hydrocarbons sector. The program includes high-level meetings with the State Minister for Energy, technical sessions with executives of national companies—most notably Sonatrach—and in-depth exchanges on regulatory and operational frameworks governing extractive industries.

Namibian officials are expected to explore avenues for concrete cooperation, including investment partnerships, knowledge transfer, and joint industrial ventures capable of strengthening both countries’ energy capacities.

Immersion Across the Hydrocarbons Value Chain

To better understand Algeria’s technical capabilities, the delegation will conduct field visits to key strategic facilities, covering the entire hydrocarbons value chain—from upstream exploration and production to downstream refining, liquefaction, and gas transportation.

A major component of the visit focuses on human capital development. Delegates will tour the Institut Algérien du Pétrole to study Algeria’s methods in technical training and capacity management, a priority area for Namibia as it works to structure its emerging energy sector.

Beyond technical exchange, the initiative underscores the shared ambition of Algiers and Windhoek to forge a strategic partnership aligned with sustainable development across the African continent. In a statement, Algeria’s Ministry of Hydrocarbons and Mines affirmed that the visit reflects the two countries’ determination to strengthen African integration through concrete projects and mutually beneficial cooperation.
