Algeria–Niger High Joint Commission: Strengthening Economic, Energy, and Infrastructure Cooperation

ALGIERS, March 22nd, 2026 — The 2nd session of the Algeria–Niger High Joint Commission commenced on Sunday in Niamey, setting the stage for an intensified agenda of bilateral cooperation. Ahead of Monday’s formal session, expert delegations convened to explore avenues for deepening strategic partnerships, focusing on energy, infrastructure, finance, and telecommunications.
Co-chaired by Boualem Chebihi, Director-General for Africa at Algeria’s Ministry of Foreign Affairs, National Community of Abroad and African Affairs, and Souleymane Issakou, Secretary-General of the Ministry of Foreign Affairs of Niger, the meeting brought together representatives from multiple ministerial departments of both countries. Experts engaged in sectoral commissions to review the implementation of existing agreements, assess ongoing projects, and identify opportunities for enhanced economic, security, cultural, and energy cooperation. Key topics included facilitating the movement of people and goods, accelerating trade flows, developing transport corridors, and advancing major projects, notably the trans-Saharan highway segment traversing Niger.
This session follows the outcomes of the February visit to Algeria by Nigerien President General Abdourahamane Tiani, which underscored the commitment of both nations to reinvigorate bilateral cooperation mechanisms, convene regular sectoral and political consultations, and elevate the partnership to a strategic level.
In his opening remarks, Chebihi emphasized the historical and fraternal foundations of Algeria–Niger relations, highlighting solidarity and convergence of views on major regional issues. He stressed that political will must translate into tangible outcomes, including the acceleration of shared projects and the expansion of cooperation into new, promising sectors, with a particular focus on economic and commercial exchanges in border regions.
Chebihi noted that the February presidential visit represented “a decisive turning point, embodying a shared determination to elevate our partnership to a higher strategic plane.” He further underlined that the 2nd session of the High Joint Commission occurs amid a complex regional context, particularly regarding security challenges, reaffirming Algeria’s commitment to a holistic approach linking development and security in collaboration with Niger, while fully respecting Niger’s sovereignty.
From the Nigerien perspective, Secretary-General Issakou praised the depth and resilience of bilateral relations. He emphasized that this session reflects the priority both nations’ leaders place on sustainable development, mutual cooperation, and shared values, coinciding with Niger’s broader efforts to restructure its policy framework and consolidate strategic partnerships with likeminded states, including Algeria.
The proceedings of the commission underscore a renewed commitment to translating fraternal ties into actionable projects, strategic planning, and tangible benefits for the peoples of both nations, marking a new chapter in Algeria–Niger relations.
