Algeria and Norway Deepen Energy Cooperation: Minister Mohamed Arkab Receives Equinor’s Executive Vice President for Global Exploration and Production

Algiers – October 2025 – In a reaffirmation of Algeria’s strategic partnerships in the global energy arena, Minister of State, Minister of Hydrocarbons and Mines, Mr. Mohamed Arkab, received on Sunday, October 26, 2025, at the ministry’s headquarters, Mr. Philip Mathieu, Executive Vice President for Global Exploration and Production of the Norwegian energy group Equinor. The meeting was attended by senior officials from both sides and served as an important platform to assess the current state and future prospects of bilateral cooperation in the hydrocarbons sector.
A Model Partnership Anchored in Mutual Trust
The discussions centered on the investment opportunities offered to Equinor in Algeria, particularly in the fields of exploration, research, and hydrocarbons production. Both parties expressed their satisfaction with the solid and fruitful partnership between Sonatrach and Equinor, notably through the Ain Salah and Ain Amenas projects, which stand as exemplary models of technical and investment cooperation between Algeria and Norway.
Minister Arkab and Mr. Mathieu underlined their shared commitment to consolidating and broadening cooperation, with an emphasis on launching new joint projects, strengthening knowledge exchange and technological expertise, and advancing collaboration in field development, petrochemicals, environmental protection, and carbon emission reduction, including carbon capture and storage (CCS) technologies. The two sides also explored prospects for low-carbon fuel production, in line with global efforts toward energy transition and environmental sustainability.
During the meeting, Minister Arkab provided an overview of Algeria’s Hydrocarbons Law, highlighting the incentives and guarantees it offers to foreign investors. He reaffirmed Algeria’s commitment to maintaining a transparent, competitive, and attractive investment environment, designed to stimulate exploration and production activities. The Minister also emphasized the promising opportunities for joint cooperation in research, training, and the adoption of cutting-edge technologies within the oil and gas industries.
Equinor’s Renewed Confidence in Algeria’s Stability and Potential
For his part, Mr. Philip Mathieu expressed his deep appreciation for the quality of cooperation between Equinor and Sonatrach, reiterating the Norwegian group’s keen interest in reinforcing its presence and investments in Algeria. He confirmed Equinor’s readiness to expand the partnership into new areas, including clean energy, resource optimization, industrial safety, and emission control, commending Algeria’s role as a reliable and stable partner in the global energy market.
It is worth noting that Equinor has been operating in Algeria since 2004. The Norwegian company is a key partner of Sonatrach and British Petroleum (BP) in gas production projects in Ain Salah and Ain Amenas, in addition to its joint exploration venture with Sonatrach in the Timissit area.
