Algeria, Norway Deepen Strategic Energy Cooperation through High-Level Delegation Visit

Algiers, Algeria | June 25th, 2025 — In a step toward reinforcing bilateral energy ties, a high-level Algerian delegation from the Ministry of Energy, Mines, and Renewable Energies undertook a working visit to the Kingdom of Norway from June 22 to 27, 2025. Led by Mr. Amine Remini, Director General of Hydrocarbons at the Ministry, the delegation included senior representatives from Sonatrach, the Hydrocarbon Regulatory Authority (ARH), the National Agency for Hydrocarbon Resource Valorization (ALNAFT), and the Algerian Energy Company (AEC). The visit was conducted in close coordination with the Norwegian energy giant Equinor and benefited from the presence of Algeria’s Ambassador to Norway, representatives of Equinor Algeria, and officials from the Norwegian Embassy in Algiers.

The visit formed part of the ongoing dynamic in Algerian-Norwegian relations and focused on expanding cooperation and sharing expertise in energy technologies, regulation, and sustainable resource management. It provided an opportunity for Algeria to explore the latest Norwegian innovations in carbon capture and storage (CCS), decarbonisation strategies, seawater desalination, and investment frameworks governing the petroleum sector.

The Algerian delegation held high-level working sessions with several Norwegian institutions, including the Norwegian Ocean Industry Authority, the Norwegian Petroleum Safety Authority, and the Directorate General of Petroleum. These discussions offered valuable insights into Norway’s robust regulatory systems, environmental compliance mechanisms, and its long-term carbon neutrality objectives.

Senior officials from the Norwegian Ministries of Energy and Finance also engaged with the delegation to discuss the country’s legal and fiscal frameworks for energy investment, particularly those incentivizing green transition and environmental responsibility.

From a technical perspective, the visit featured tours of pioneering installations such as the Northern Lights project— the world’s first cross-border CO₂ transport and storage initiative— and the Mongstad Carbon Capture Facility. The Algerian team also visited Equinor’s R&D centers, operational headquarters in Bergen, and the Hywind floating offshore wind farm operations center. These immersive experiences offered deep insight into Equinor’s innovations in renewable energy, including solar and wind, and its operational logistics across ports, offshore platforms, and storage hubs.

This mission offered an exceptional platform for both sides to exchange views on cutting-edge technologies and effective strategies to decarbonize the oil and gas sector, in alignment with the UN’s climate goals and EU environmental standards. It also bolstered strategic dialogue, paving the way for joint ventures that are environmentally sound and economically rewarding for both Algeria and Norway.
