Algeria, Oman Deepen Strategic Cooperation in Hydrocarbons and Mining

Algiers – November 2025 – Algeria and the Sultanate of Oman reaffirmed their strategic alignment in the sectors of hydrocarbons and mining during a high-level meeting held Sunday in Algiers between Mohamed Arkab, Minister of State and Minister of Hydrocarbons and Mines, and Oman’s Ambassador to Algeria, Saif Rashid Al-Badai. The talks, held at the ministry’s headquarters in the presence of senior officials of the sector, underscored the mutual determination of both nations to elevate their economic partnership to a new level of operational depth and strategic significance.
According to a statement from the Ministry of Hydrocarbons and Mines, the meeting focused on strengthening bilateral cooperation, particularly against the backdrop of growing interest from Omani companies in the Algerian market. Notable among these are Abraj Energy Services, the Suhail Bahwan Holding Group, and Mohammed Al Barwani (MB) Holding through its subsidiary Petrogas, alongside several other Omani firms active in hydrocarbons and mining. Their increasing engagement signals a renewed dynamism and a strategic convergence in energy and extractive industries.
A key point of discussion was the progress made in implementing the two study agreements signed between ALNAFT (the National Agency for the Valorization of Hydrocarbon Resources) and Petrogas. These agreements concern the assessment of hydrocarbon potential in two perimeters located in the Touggourt and Berkine basins. They were signed on the sidelines of the 13th edition of the Africa & Mediterranean Energy & Hydrogen Exhibition and Conference (NAPEC 2025) in Oran—a major continental event that continues to catalyze partnerships across the energy sector.
Both sides also explored new avenues for cooperation, particularly in upstream activities such as exploration, field development, well services, and oil and gas industry support activities. Discussions further extended to the mining sector, with promising prospects for joint projects in phosphate exploitation, processing industries, phosphoric acid production, and phosphate-based fertilizers. These sectors represent areas of high strategic value where Algeria and Oman are seeking to leverage complementarities in expertise, resources and investment goals.
Minister Arkab emphasized that Algeria, in line with the directives of President Abdelmadjid Tebboune, is committed to expanding economic cooperation with Oman across energy, mining and transformative industries. This approach reflects Algeria’s broader strategy to consolidate partnerships with friendly nations and to position itself as a regional hub for investment and industrial development.
The meeting forms part of the continuous momentum driving the fraternal relations between Algeria and the Sultanate of Oman. It reaffirms the shared will of both countries to advance their cooperation through concrete projects capable of enhancing energy security, promoting sustainable industrial development, and serving the long-term interests of the two nations.
