Algiers – November 2025 – Algeria is moving toward a decisive shift in the architecture of its institutional communication system, as the Minister of Communication, Zoheir Bouamama, announced on Monday before the People’s National Assembly (APN) that the long-awaited project of the National Strategy for the Development of Institutional Communication will be submitted to the Government in the coming days. His declaration marks a pivotal moment in the country’s efforts to modernize its communication mechanisms and consolidate trust between the State and the citizen.
Presenting the project before the Committee on Culture, Communication, and Tourism at the APN, and in the presence of the Minister of Relations with Parliament, Nadjiba Djilali, Bouamama emphasized that the Ministry has finalized a comprehensive strategic vision aimed at repositioning institutional communication as a fundamental pillar of national media sovereignty. The ultimate goal, he stressed, is to provide public institutions with a coherent, credible, and modern communication model capable of reflecting the true image of the State and reinforcing public confidence.
According to the minister, the forthcoming strategy seeks to “achieve a fundamental and comprehensive transformation” whose impact will extend to all aspects of national life, including the daily concerns of the citizen—considered an indispensable participant in the State’s communication process and at the center of Government priorities, in line with the guidelines of President Abdelmadjid Tebboune. This transformation is expected to strengthen national cohesion, enhance transparency, and improve the effectiveness of public action.
Bouamama also highlighted the critical role of the communication sector in “supporting the battle of consciousness and nation-building, achieving sustainable development, addressing emerging challenges, protecting identity security, and shielding the country from campaigns of defamation and disinformation.” To meet these ambitions, the sector is advancing a modern approach grounded in evaluation, correction, organization, digitalization, and the upgrading of institutional performance.
The minister detailed an extensive roadmap that will soon be presented to the Government, including the nearly finalized legal framework governing the media sector. This framework paves the way for installing key regulatory bodies: the National Independent Authority for Audiovisual Regulation, the Authority for the Regulation of Printed and Electronic Press, and the Higher Council for Journalistic Ethics and Deontology. It also encompasses the issuance of the national professional journalist card, licensing procedures for television channels, accreditation protocols for foreign media and correspondents, and enabling national media to benefit from public announcements and newly-revived press support funds.
Looking ahead, Bouamama revealed that the coming year will mark the completion of the legal apparatus with the launch of an organization overseeing opinion poll activities—ensuring their credibility, transparency, and utility for public decision-makers. Regulatory mechanisms for the advertising sector will also be finalized to protect consumers and uphold fair competition.
The minister further announced his department’s proposal to revise the financial value and conditions of the President of the Republic’s Prize for Professional Journalists. He also highlighted the Algeria Press Service (APS)’s projects aimed at strengthening cybersecurity, as well as the ongoing construction of the new “Dzair Media City,” overseen by the Prime Minister in coordination with relevant sectors, pursuant to presidential instructions.
On the international front, Bouamama reaffirmed the Ministry’s commitment to diversifying partnerships with Arab and African countries through the renewal of bilateral agreements, the establishment of new cooperative frameworks, and the enhancement of foreign partnerships in media training and expertise exchange. Through these dynamic initiatives, Algeria is positioning itself to build a modern, secure, and sovereign communication ecosystem aligned with global standards and national aspirations.
