Algiers, Algeria | June 19th, 2025 — At a session of the United Nations Security Council held in New York, Algeria’s Permanent Representative to the UN, Ambassador Amar Bendjama, reaffirmed the country’s firm commitment to global peace and security, stressing the urgent need to address the structural causes of conflict, poverty, and instability—particularly in the Global South.

Representing Algeria’s longstanding diplomatic stance rooted in multilateralism and peaceful cooperation, Bendjama declared, “Algeria remains determined to work alongside all international partners to confront the root causes of conflicts and to safeguard international peace and security.” His remarks were delivered during a high-level debate themed: “Poverty, Underdevelopment, and Conflicts: Consequences for the Maintenance of International Peace and Security.”

Bendjama underscored that the international community is approaching the 80th anniversary of the UN Charter, a historic milestone that he described as a call to renew the world’s commitment to multilateral action for peace. He added that for Algeria, “This is not a matter of choice, but a deep and authentic commitment to peace and sustainable development.”

Rising Poverty, Fragile States, and Fertile Ground for Extremism

The ambassador drew a direct correlation between poverty and the escalation of conflict, warning that poverty is rising most acutely in conflict-affected areas, exacerbating vulnerability and enabling the spread of extremism, violence, and terrorism. He lamented the stagnation of the UN 2030 Agenda for Sustainable Development, revealing that less than a quarter of its objectives have been met, largely due to conflict-induced underdevelopment.

“Addressing these challenges requires integrated and lasting solutions that treat security and development as inseparable,” Bendjama argued, advocating for structural approaches that create favorable conditions for peace, institutional resilience, and economic progress.

Strengthening Peacebuilding and Regional Partnerships

In his address, Bendjama emphasized the critical role of post-conflict peacebuilding as a tool to prevent the resurgence of violence. He called on the UN system to align its peace operations with development mandates, ensuring synergy between humanitarian, governance, and economic recovery efforts.

Crucially, he urged greater coordination between UN agencies and regional bodies, with particular emphasis on the African Union. “We call for stronger cooperation with the African Union to develop joint visions, optimize resource use, and respond to development needs in accordance with Africa’s priorities and Agenda 2063,” he stated.

Algeria’s Pan-African Development Vision: From Words to Action

Bendjama also used the occasion to highlight Algeria’s proactive role in advancing regional development and security in Africa. He cited several mega-projects initiated by Algeria, including the Trans-Saharan Highway, the Saharan Optical Fiber Network, and the Trans-Saharan Gas Pipeline, as examples of Algeria’s concrete contributions to integration and sustainable development on the continent.

Further underscoring Algeria’s strategic commitment, he noted the creation of the National Agency for International Cooperation, Solidarity, and Development, endowed with a $1 billion budget, aimed specifically at supporting African nations in achieving development goals.

Financing Peace: The Unmet Challenge

The ambassador cautioned that current peace initiatives face serious funding gaps, and called for a robust and predictable international financing mechanism. “Lasting peace demands an unwavering commitment to flexible, durable, and foreseeable funding—not only for peacekeeping efforts but also for long-term development strategies, including through international financial institutions,” he stressed.
