Algeria, Rwanda Cement a Renewed Strategic Partnership Rooted in Historic Solidarity and a Shared African Vision

Algiers, Algeria | June 3rd, 2025 — Algeria and Rwanda are witnessing a remarkable revitalization of their historically rooted diplomatic ties—relations built on mutual respect, unwavering solidarity, and a common commitment to Africa’s causes on the global stage. Over the past few years, these ties have entered a new phase of strategic depth and ascending momentum, under the strong political will of both President Abdelmadjid Tebboune and his Rwandan counterpart, President Paul Kagame.

This renewed momentum was reaffirmed during President Kagame’s official two-day visit to Algeria, at the invitation of President Tebboune. The visit is a pivotal opportunity to deepen bilateral cooperation across key sectors and to broaden political dialogue on regional, continental, and global issues of mutual interest.

Bilateral relations have flourished notably since Algeria’s landmark decision in 2021 to open an embassy in Kigali—an initiative personally overseen by President Tebboune. This move has not only strengthened diplomatic presence but also intensified high-level engagements and official visits between both states.

In December 2023, Presidents Tebboune and Kagame met on the sidelines of the Continental Conference on Education, Youth, and Employability in Nouakchott. President Tebboune had earlier sent a heartfelt message of solidarity to Rwanda on the occasion of the 30th commemoration of the 1994 Genocide, underscoring Algeria’s support for Rwanda during one of the darkest chapters in its history. Representing President Tebboune, Foreign Minister Ahmed Attaf attended the commemorative event and held extensive talks with Rwandan officials, reflecting the depth of mutual respect and historical empathy between the two nations.

These gestures were further echoed in October 2021, when President Tebboune addressed a message to his Rwandan counterpart during the 2nd AU-EU ministerial meeting in Kigali, reiterating Algeria’s commitment to closer coordination with Rwanda.

The expansion of this strategic partnership is visible across multiple dimensions. In August 2023, Brahim Boughali, Speaker of the Algerian People’s National Assembly, represented President Tebboune at the Rwandan presidential inauguration, reinforcing parliamentary diplomacy. In February 2024, Army General Saïd Chanegriha, Algeria’s Chief of Staff and Deputy Minister of National Defence, paid an official visit to Kigali—part of an ambitious military cooperation roadmap. This visit underscored the shared determination of both nations to enhance military synergy and confront common security challenges in Africa.

Reciprocally, in April 2024, Rwandan Defence Chief General Mubarakh Muganga visited Algeria at the head of a high-level delegation. During meetings with General Chanegriha, the two sides reviewed avenues for deeper bilateral defence collaboration and exchanged views on regional and global security threats. General Chanegriha emphasized that since gaining independence, Algeria and Rwanda have embodied a model of continental solidarity and strategic alignment in international forums to defend Africa’s interests.

On the parliamentary front, ties have also matured. The creation of the Algeria-Rwanda Parliamentary Friendship Group in March 2023 marked a new chapter of legislative cooperation, enabling both countries to exchange ideas, proposals, and expertise within a structured framework.

Algeria and Rwanda share a common vision regarding numerous international and continental issues, including strong advocacy for just causes, the defense of the right to self-determination, and a mutual commitment to peace, development, and security in Africa. They are aligned in promoting political solutions to regional crises and play proactive roles in combating terrorism, drug trafficking, and transnational organized crime.

Looking forward, both nations are eager to expand their economic cooperation, foster bilateral partnerships, and attract investment across various strategic sectors. Their shared commitment to pan-Africanism, security, and sustainable development ensures that the Algeria-Rwanda partnership will remain a pillar of stability and progress on the African continent.
