Minister of Energy Mohamed Arkab Oversees Awarding of Five Strategic Exploration Licenses as Algeria Reinforces Its Status as a Stable and Competitive Energy Investment Hub

Algiers, Algeria | June 18th, 2025 — In a move emblematic of Algeria’s deep structural reforms and its growing appeal to international investors, Minister of State for Energy, Mines, and Renewable Energies, Mohamed Arkab, presided over the official “Algeria Bid Round 2024” submission and evaluation ceremony, held at the Ministry’s headquarters in the capital.

Organized by the National Agency for the Valorization of Hydrocarbon Resources (ALNAFT), this strategic licensing round marked a new chapter in Algeria’s hydrocarbons policy, designed to promote transparency, enhance competitiveness, and revitalize investment dynamics in the upstream sector.

The high-level event witnessed the presence of key national energy figures, including Karima Bakir Tafer, Secretary of State for Mining; Rachid Hachichi, CEO of Sonatrach; Mourad Belgueham, President of ALNAFT; Rachid Nedil, Head of the Hydrocarbons Regulatory Authority; and Wassila Batata Atimen, President of the Electricity and Gas Regulatory Commission. Also in attendance were representatives of major international energy companies and sector experts.

In his opening remarks, Minister Arkab emphasized that the success of this licensing round is a direct result of the ambitious reforms implemented under the leadership of President Abdelmadjid Tebboune, particularly through the enactment of Law 19-13 governing hydrocarbon activities and Law 22-18 on investment, promulgated on July 24, 2022. Together, these legal instruments form a coherent and modern framework that fosters investor confidence, transparency, and fair competition.

The Minister lauded the positive outcome of the round, declaring it a clear testament to the trust placed by international partners in Algeria’s robust legislative framework and stable investment environment. He reaffirmed Algeria’s commitment to upholding the rule of law, ensuring secure operations, and offering a mining domain of high geological and economic potential.

It was officially announced at the close of the ceremony that contracts related to the awarded blocks will be concluded shortly with national energy champion Sonatrach, in accordance with the procedural guidelines outlined in the “Algeria Bid Round 2024” tender manual.

Minister Arkab concluded by extending an open invitation to both current and prospective partners to capitalize on Algeria’s abundant investment opportunities, which are central to the nation’s broader economic diversification strategy and its ambition to further cement its status as a reliable and long-term energy supplier to global markets, particularly in Europe.
