Algeria Showcases Its Construction Potential: Samia Al-Makhloufi Engages in High-Level Consultations with Islamic Development Bank on Infrastructure Investment

During pivotal talks on the sidelines of the Islamic Development Bank meetings, Samia Al-Makhloufi underscores Algeria’s readiness for major infrastructure partnerships and financing opportunities aligned with its reform-driven investment climate.

Algiers, Algeria | May 25th, 2025 — Algeria made a strong case for its burgeoning construction and infrastructure sectors during high-level consultations held on the sidelines of the Islamic Development Bank (IsDB) meetings. The discussions brought together Dr. Rami Ahmad, Vice President of the IsDB, and a high-level delegation from the Federation of Contractors from Islamic Countries (FOCIC), led by its president, Mr. Zakaria bin Abdulrahman Al-Abdulqader.

Prominently participating in these strategic consultations was Samia Al-Makhloufi, national coordinator and organizer of the 4th General Assembly of the Federation of Contractors from Islamic Countries. She is also the President of the National Organization of Employers and Contractors in Algeria and Algeria’s representative at the FOCIC, the African Federation for Construction Contractors, and the Arab Contractors Union.

Speaking at the meeting, Al-Makhloufi emphasized the immense investment potential Algeria holds in the construction and infrastructure sectors. She highlighted Algeria’s robust reform program and its shift toward a dynamic, investor-friendly climate—especially following recent structural and legal reforms introduced under the new Finance Law.

“Algeria has become more attractive than ever for mega-investment projects built on win-win partnerships,” she declared. “We are committed to transforming regional and international interest into long-term cooperation and development on Algerian soil.”

Al-Makhloufi revealed that the consultations served as a key platform for proposing strategic frameworks for investment and financing, especially within the infrastructure and construction sectors. These proposals align with Algeria’s national development agenda and support the government’s broader plan to modernize critical sectors including transportation, housing, health, and education.

The talks were attended by several key members of FOCIC, along with Mr. Ali Senafi, President of the Arab Contractors Union, further elevating the strategic weight of the meeting.

Al-Makhloufi also urged continued support for government-led programs aimed at achieving sustainable development, strengthening public-private partnerships, and unlocking new opportunities in sectors vital to national growth and regional stability.
