Algeria Showcases Major Strides in Hydrogen Development at UNIDO Summit in Riyadh

Algiers – November 2025 – At the 21st General Conference of the United Nations Industrial Development Organization (UNIDO) in Riyadh, Minister of State, Minister of Hydrocarbons and Mines Mohamed Arkab reaffirmed Algeria’s rapid and structured progress in the development of clean hydrogen, positioning the country as an emerging leader in the global energy transition. Speaking during a high-level panel titled “Unlocking the Potential of Clean Hydrogen through Investment and Innovation,” Arkab underscored that Algeria has taken “major steps” in implementing its national strategy dedicated to the future energy vector.
Arkab expressed appreciation for the initiative jointly organized by UNIDO and the Global Environment Facility (GEF), emphasizing Algeria’s selection as a partner country in this ambitious effort aimed at scaling clean hydrogen as a core energy solution. He stressed that Algeria has made a “clear strategic choice” to place clean hydrogen at the heart of its transition policy, describing the development of this sector as “an essential pillar” for building a diversified, low-emission, and sustainable industrial economy.
Central to this vision is the National Hydrogen Strategy adopted in 2023, which is accompanied by a detailed operational roadmap. Arkab highlighted that this roadmap outlines successive phases, including the establishment of a regulatory framework, the launch of pilot projects, the gradual expansion of production capacity, and the creation of a fully integrated hydrogen industry across the value chain, while preparing national capacities for future export. Algeria’s “exceptional” asset, he noted, lies in its vast solar resources, granting it a natural comparative advantage to produce renewable hydrogen at “high competitiveness and on a large scale.”
According to Arkab, significant milestones have already been achieved: finalisation of the regulatory framework, pilot projects launched in cooperation with several international partners, and the introduction of hydrogen-related specialties into higher-education and scientific research curricula. The 2026 Finance Law, he added, will include strong incentives—such as the exemption of customs duties and taxes on electrolyzers and solar panels—to stimulate investment in this strategic sector.
A pivotal component of Algeria’s long-term hydrogen plan is the “South H2 Corridor,” a major project aimed at transporting green hydrogen from Algeria to Europe. Arkab revealed that this initiative enjoys direct support from the European Union and benefits from technical guidance from UNIDO, which ensures the project’s technical secretariat. This effort, he explained, is part of a broader high-level dialogue bringing together all stakeholders involved in shaping the future hydrogen corridor.
On the international front, Arkab stated that Algeria stands to benefit from unified global standards, specialized expertise, and access to collaborative platforms for knowledge exchange, professional training, and enhanced South-South cooperation. Such mechanisms, he noted, will facilitate the sharing of successful experiences and innovative industrial solutions.
Concluding his address, the Minister reaffirmed Algeria’s steadfast commitment to working in coordination with partner nations and international institutions to accelerate the global energy transition. He reiterated that clean hydrogen will remain a central pillar in building a sustainable, resilient industrial model—one that places Algeria at the forefront of emerging energy economies and strengthens its role in shaping tomorrow’s global energy architecture.
