Algeria, Somalia Forge a Reinforced Alliance for Peace, Solidarity, and Continental Progress

Algiers – November 2025 – Algeria and Somalia have taken a decisive step toward consolidating their historical bonds and shaping a new phase of African and Arab cooperation. During his official visit to Algeria, Somali President Hassan Sheikh Mohamud was received by President Abdelmadjid Tebboune in a meeting that transcended diplomatic formalities, embodying instead a shared strategic vision anchored in peace, development, and sovereignty.
This encounter—the second of its kind between the two heads of state—reaffirmed both nations’ determination to elevate their bilateral partnership into a comprehensive alliance serving the aspirations of their peoples and the broader African and Arab communities.
In a joint statement delivered at the Presidential Palace, President Tebboune expressed his “full satisfaction” with the talks, emphasizing that this visit “reflects our mutual commitment to strengthening historic ties and exploring mutually beneficial opportunities.” The expanded discussions, which included members of both delegations, covered a wide range of areas such as energy, agriculture, fisheries, pharmaceutical industries, and higher education—with a special focus on academic and human capacity development.
Algeria to Welcome 110 Somali Students for the 2026–2027 Academic Year
As a concrete gesture of cooperation, Algeria has pledged to host 110 Somali students during the 2026–2027 academic year, offering scholarships in higher education, vocational training, law enforcement, and defense. “We are reaching a decisive milestone in intensifying this cooperation,” declared President Tebboune, stressing Algeria’s commitment to nurturing Africa’s future elites as the cornerstone of sustainable development.
President Mohamud, in turn, hailed Algeria’s “inspiring role” in advancing peace, justice, and continental solidarity. “It is both an honor and a privilege to be in Algeria—a nation whose glorious history of liberation, leadership, and solidarity continues to inspire Africa and the Arab world alike,” he affirmed.
The Somali leader underscored that the talks unfolded “in a spirit of fraternity and mutual understanding,” reflecting a “shared determination to strengthen the historic ties binding our peoples.” He reiterated his commitment to a partnership rooted in mutual respect, regional integration, and economic complementarity, consistent with the African Union’s Agenda 2063.
Shared Stance on Palestine: A Unified Voice for Justice
Beyond bilateral cooperation, both leaders renewed their unwavering support for the Palestinian cause, condemning foreign interference and advocating for the establishment of an independent Palestinian state within the 1967 borders, with Al-Quds as its capital. “We reaffirm our steadfast commitment to the legitimate rights of the Palestinian people,” declared President Mohamud, while President Tebboune emphasized the convergence of Algeria’s and Somalia’s diplomatic positions on this central issue.
Libya and Sudan: A Joint Rejection of Foreign Interference
The political and humanitarian crises in Libya and Sudan were also central to the discussions. Addressing the Libyan situation, both presidents called for an “inclusive political solution” based on free elections that ensure national unity and sovereignty. “It is imperative to preserve Libya’s integrity and put an end to the external interferences that threaten its stability,” President Tebboune stressed.
Concerning Sudan, the two leaders expressed deep concern over what they described as a “humanitarian tragedy.” They jointly condemned the “flagrant interferences” fueling discord, which, in President Tebboune’s words, “violate the principles of Arab and African solidarity and exacerbate the suffering of a brotherly nation.” President Mohamud also underscored the importance of defending territorial sovereignty across the continent, including the issue of Western Sahara.
Concrete Agreements to Institutionalize Cooperation
The visit culminated in the signing of several landmark agreements and memoranda of understanding, laying the groundwork for sustained collaboration. These include a memorandum on higher education and an executive program for 2026–2029, an agreement on agriculture and fisheries, another on animal health, as well as pacts in petroleum, gas, and mining. Additionally, a protocol on visa exemption for diplomatic passport holders was concluded, symbolizing a new level of institutional trust.
“These instruments establish the foundation of a new phase of tangible cooperation between our two nations,” President Mohamud affirmed, expressing confidence in the partnership’s long-term prospects.
To ensure the effective implementation of these commitments, both sides agreed to establish a joint ministerial commission tasked with overseeing progress and identifying new areas of collaboration. “We stand fully ready to deepen this strategic partnership for the benefit of our peoples and the entire African continent,” concluded the Somali president.
