Algeria, South Korea Seal Forensic Cooperation Pact: A New Era in Scientific Policing

The DGSN and the Korean National Forensic Service formalize a memorandum in Algiers to modernize Algeria’s scientific police capabilities and deepen long-term bilateral security collaboration.

Algiers, Algeria– Thursday, July 17, 2025 | In a stride towards bolstering bilateral security ties, Algeria’s Directorate General of National Security (DGSN) and the Korean National Forensic Service (NFS) signed a comprehensive memorandum of understanding (MoU) on Wednesday in Algiers. The accord aims to elevate Algeria’s forensic and scientific policing capabilities, leveraging South Korea’s cutting-edge technological expertise.

The signing ceremony, held at the DGSN headquarters, was presided over by DGSN chief Ali Badaoui and NFS President Lee Bong-woo. The event was attended by Yoo Ki-jang, Ambassador of the Republic of Korea to Algeria, and Jang Bong-hee, Director General of the Korea International Cooperation Agency (KOICA), reflecting the high-level commitment both countries attach to this strategic cooperation.

Ali Badaoui, head of Algeria’s national police, emphasized the critical importance of this memorandum, describing it as “a cornerstone for modernizing and expanding the analytical and operational capabilities of Algeria’s forensic and technical police laboratories.” He underlined that the agreement would not only enhance human resource development and specialized training but also grant Algerian security institutions access to South Korea’s globally recognized technological edge in forensic science.

“Our objective,” Badaoui declared, “is to transform our national forensic system into a regional reference by building on Korea’s exemplary scientific know-how. This partnership represents more than an exchange of experience—it is a vision for sustainable scientific cooperation.”

Echoing this sentiment, Lee Bong-woo hailed the agreement as a pivotal move toward a robust and enduring partnership. “This memorandum is not a short-term arrangement,” he asserted. “It lays the groundwork for long-term cooperation across the North African region, with Algeria playing a central and strategic role.”

Lee also stressed the regional dimension of the partnership, noting that this initiative forms part of South Korea’s broader diplomatic and scientific engagement strategy in Africa. “Algeria will serve as a gateway for expanding scientific policing collaboration throughout North Africa,” he said.

For his part, Ambassador Yoo Ki-jang reaffirmed his country’s commitment to reinforcing institutional cooperation with Algeria, highlighting the broader implications for regional stability and crime prevention.

The agreement is expected to pave the way for knowledge transfer, joint training sessions, technological upgrading, and collaborative research between Algerian and Korean forensic specialists. It also represents a key step in Algeria’s efforts to harmonize its law enforcement capabilities with international standards.
