Algeria–Spain Economic Partnership Advances as CREA and CEOE Sign Strategic MoU in Madrid

In a step toward deepening bilateral economic engagement, the Algerian Economic Renewal Council (CREA) and the Spanish Confederation of Business Organizations (CEOE) inked a Memorandum of Understanding (MoU) in Madrid, marking a new phase in Algeria–Spain economic relations.
According to a statement issued by CREA, the agreement forms part of a broader trajectory aimed at strengthening trade and investment ties while introducing a strategic orientation toward the structuring of joint industrial projects. The MoU establishes an operational framework designed to intensify commercial exchanges, stimulate reciprocal investment flows, and support companies from both countries in identifying and developing high value-added business opportunities.
Central to the Algerian approach presented during the meeting is a model of co-industrialization grounded in value creation and the development of primary transformation stages within Algeria, particularly in energy-intensive sectors. This model is conceived to complement Spain’s industrial capabilities in downstream production phases, thereby fostering a balanced and integrated industrial partnership. The framework also seeks to attract Spanish investment into Algeria without requiring the relocation of production bases, reinforcing a logic of industrial complementarity and interconnected value chains.
Both parties agreed to initiate the development of an implementation roadmap, focused on identifying priority sectors and establishing specialized working groups to translate this partnership into concrete projects over the short and medium term.
Commenting on the agreement, Kamel Moula stated: “Through this initiative, we are advancing a clear vision aimed at building sustainable industrial partnerships that generate added value and employment opportunities in Algeria, based on cooperation across both shores of the Mediterranean.” He further noted that this dynamic would enhance the competitiveness of Algerian and Spanish enterprises alike, while accelerating the diversification of exchanges beyond hydrocarbons and offering high-quality investment opportunities for Spanish stakeholders within a framework of complementarity and shared development.
For his part, Antonio Garamendi stated that this meeting constitutes the first formal engagement between the two organizations and represents a pivotal milestone in Algeria–Spain economic relations. He highlighted the shared determination to strengthen cooperation and expand bilateral trade, expressing confidence that this initiative would serve as a foundation for a robust partnership capable of identifying tangible opportunities to enhance business competitiveness on both sides.
Extending this momentum, Spain is set to participate as Guest of Honor at the upcoming Algiers International Fair 2026, scheduled for June 2026, with a broad representation of Spanish companies expected to take part. This participation is anticipated to further consolidate economic ties and translate the strategic intent of the MoU into practical industrial and commercial outcomes.
