Algeria, the African Development Bank Strengthen Strategic Energy, Mining Partnership

Algiers – November 2025 – Algeria reaffirmed its continental leadership in energy, mining and strategic project development during a high-level meeting held Monday in Algiers between Mohamed Arkab, Minister of State and Minister of Hydrocarbons and Mines, and Dr. Sidi Ould Taha, President of the African Development Bank Group, who was accompanied by a senior delegation. The meeting, attended also by Secretary of State for Mines Karima Bekir Tafer and top ministry officials, underscored a shared determination to elevate cooperation to a new tier of strategic coordination and operational implementation.
Discussions centered on expanding the Algeria–AfDB partnership across priority sectors, foremost among them hydrocarbons development, the transformation and valorization of mineral resources, major desalination projects, and the financing of large-scale continental infrastructure. These areas, which define Algeria’s national development agenda, are also key pillars of regional integration and Africa’s long-term economic resilience.
Minister Arkab presented the broad portfolio of development programmes currently supervised by his sector, including ambitious initiatives to expand hydrocarbon exploration and transformation, accelerate the valorization of Algeria’s vast mineral wealth, and advance mega-projects in phosphate exploitation and processing. He also highlighted ongoing national efforts to generalize desalination as a structural solution to water security—an area in which Algeria has emerged as a continental reference.
Arkab reiterated Algeria’s commitment to strengthening South-South cooperation in sustainable energy, increasing production capacities, and accelerating regional interconnection. He stressed that Algeria stands ready to share its longstanding expertise in hydrocarbons exploration, refining, LPG distribution, geological studies, and major project management—expertise built over decades and recognized across the continent.
Dr. Sidi Ould Taha, for his part, praised Algeria’s development vision under President Abdelmadjid Tebboune, noting the significant economic and social progress achieved in recent years as well as Algeria’s growing regional role in Africa. He affirmed the readiness of the African Development Bank to support Algeria in financing its strategic development programmes and to contribute to the transfer of Algerian know-how to other African nations.
The AfDB president underscored the Bank’s commitment to bolstering bilateral cooperation, particularly in hydrocarbon exploitation and transformation, desalination technologies, and the development of strategic mining and infrastructure projects. He emphasized that the Bank views Algeria as a pivotal partner in promoting continental integration and shared development.
